Creating an artificial intelligence grant program. 2025-2026 Regular Session AN ACT Relating to creating an artificial intelligence grant 2 program to promote the economic development of innovative uses of 3 artificial intelligence; amending 2024 c 163 s 2 (uncodified); adding 4 new sections to chapter 43. 330 RCW; and creating new sections.
5 This bill, known as the "Spark Act," establishes a grant program to foster economic development through innovative uses of artificial intelligence (AI), which is defined as using machine learning and related technologies to enable computer systems to perform tasks typically associated with human intelligence. The Department of Commerce will administer this program, seeking input from the AI task force to identify state priorities.
Grants will be prioritized for applicants committed to ethical AI use, who have analyzed risks, are small businesses, or have projects with statewide impact, such as wildfire tracking, cybersecurity, or healthcare advancements.
The bill also creates a dedicated "Spark Act grant program account" to hold funds from federal, state, and private sources, and amends existing law to ensure the AI task force can provide input on grant priorities.
