Stable Housing Accountability Program | Georgia Department of Community Affairs The Stable Housing Accountability Program awards funding on a competitive basis to eligible applicants who demonstrate an ability to provide voluntary, immediate, stable housing, and support services to program participants.
The State Housing Trust Fund Commission for the Homeless is currently accepting applications for the new Stable Housing Accountability Program (SHAP)! The application link on eCivis is now live and will close on Monday, November 10, 2025 at 5:00 PM.
About the Stable Housing Accountability Program During the 2023-2024 regular legislative session, the Georgia General Assembly passed HB 1410 creating the Stable Housing Accountability Program (SHAP) and making funding available for stable housing accountability programs throughout the state.
Effective January 1, 2025, the State of Georgia began disbursing the funding to qualified sponsors of stable housing accountability programs through the State Housing Trust Fund Commission for the Homeless consistent with a Notice of Funding Availability announcement. The Notice of Funding Availability will be announced annually. This funding opportunity is subject to annual state funding availability.
