Read the Notice of Funding Opportunity (NOFO) in detail. Apply for grant submittal system logins and entity identification numbers now. Select a project that fits the grant criteria.
See NDDOT Grant Preparation for some helpful hints. All federal transportation funding requires National Environmental Policy Act (NEPA) clearance for construction activities. As noted in the PDF linked above, some grants will fund NEPA activities.
Request letters of support early. Provide an example template letter for constituents to use when preparing their letters of support. For large projects, it is helpful to put project talking points on a one-page marketing piece with graphics depicting your project goals that you can share with supporting organizations and politicians.
