State Homeland Security Grant Program (SHSP) | Alabama Law Enforcement Agency State Homeland Security Grant Program (SHSP) The SHSP is a competitive, federally funded, FEMA grant program focused on enhancing the ability to prevent, protect against, respond to, and recover from terrorist attacks. Please join us for the 2026 State Homeland Security Grant Program (SHSP) applicant training sessions to be hosted statewide.
Although ALEA has yet to receive the 2025 HSGP award information from FEMA, we are proactively conducting application training workshops in anticipation for its release. This training is intended for units of local government looking to apply for funding for assistance with efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.
Anyone who would be responsible for application submission and subsequent management (programmatic and financial) of the grant are strongly encouraged to attend. This grant program is competitive, and applications will be scored by a committee comprised of law enforcement, emergency management, and fire subject matter experts. Bonus points will be added to the scores of agencies who attend this training.
To best serve the entire state, we are hosting these training in other locations, should a location better serve you, see below for our full training schedule. **Regarding FY25 SHSP applications , we currently have still not received final award information from FEMA regarding this. When awards are made, you will be notified in the grant portal and via email or awards and denials.
