State Shelter Subsidy Grant Program (SSSG) State Shelter Subsidy Grant Program (SSSG) Overview The State Shelter Subsidy Grant (SSSG) program provides operation funds to emergency shelter and motel voucher programs that have additional funding needs due to: Renovation/expansion of an existing emergency shelter facility Development of an existing building into an emergency shelter facility Expansion (or development) of emergency shelter services Inability of an emergency shelter program to obtain adequate funding to continue to provide an existing level of service Grants are limited to no more than 50 percent of an emergency shelter program's total operating budget.
The following entities located in Wisconsin are eligible for the SSSG program: A county or municipal governing body or agency A community action agency Other private, non-profit or for-profit organization Only an applicant agency's emergency shelter and/or motel voucher program can be awarded SSSG funding. Domestic violence and runaway shelters are not eligible for SSSG funding.
The annual state appropriation of funds is shared amongst the following Continuums of Care: Grant amounts may be supplemented by the Interest-Bearing Real Estate Trust Accounts (IBRETA) , if available. For Dane and Milwaukee counties, one local shelter or service provider must be designated as the lead agency.
The lead agency is responsible for collecting and submitting applications on behalf of all participating emergency shelter programs in the county. The grant awarded to the lead agency may not exceed 50 percent of the participating emergency shelters' programs combined total operating budgets.
Emergency shelter programs located in Racine County or the Wisconsin Balance of State Continuum of Care's service area may apply directly for a grant, or collaborate with other agencies in their county and designate a lead agency. Award amounts are based on an applicant agency's ability to meet the state statute criteria, the number of shelter nights provided, and the minimum award thresholds.
The SSSG application for agencies to apply will be available in fall 2026.
