S²MARTS ashleyparker 2026-03-19T11:26:36-07:00 Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S ² MARTS) S²MARTS is the DoW’s premier rapid OT contracting vehicle for flexible acquisition in trusted microelectronics, strategic & spectrum missions, and other critical mission areas.
U.S. leadership in strategic missions, electronic warfare, and advanced microelectronics is critical to national defense and economic resilience. Losing our edge would weaken the nation’s ability to deter adversaries, respond to threats, and sustain industrial strength.
To confront these challenges, the Naval Surface Warfare Center, Crane Division (NSWC Crane) and the Department of War established the Strategic and Spectrum Missions Advanced Resilient Trusted Systems (S²MARTS) Other Transaction Authority (OTA).
This flexible acquisition vehicle accelerates access to state-of-the-art EMS technologies, trusted microelectronics, radiation-hardened systems, and strategic hardware by engaging a broader base of commercial innovators. Through S²MARTS, the DoW can quickly adapt to evolving threats with advanced, resilient, and trusted solutions.
From bringing microelectronics to U.S. soil to enabling hypersonics testing capabilities, the S²MARTS OTA is reimagining what’s possible. The S²MARTS team offers unmatched service with 24/7 member support, project success, networking events, teaming opportunities such as Innovator NETWORX and Industry Days, and much more.
OTAs enable flexible teaming and rapid prototyping, allowing government and Industry to research, prototype, test, and scale solutions faster while reducing risk. S²MARTS creates pathways for non-traditional vendors and small businesses to participate in national defense projects. By combining research and prototyping efforts, S²MARTS accelerates the development of next-generation technologies.
S²MARTS fosters collaboration across government, industry, and academia to rapidly deliver innovative, cost-effective defense capabilities.
