Funding Opportunity via U.S. Department of Labor – $65M Available for Strengthening Community Colleges (SCC) Training Grants | Credential Engine February 23, 2026 Funding Opportunity via U.S. Department of Labor – $65M Available for Strengthening Community Colleges (SCC) Training Grants In February 2026, the U.S. Department of Labor (DOL) announced the availability of $65 million for the sixth round of Strengthening Community Colleges (SCC) Training Grants.

This funding is designed to help community colleges expand their capacity to provide high-quality, short-term training programs that meet the needs of both employers and workers in in-demand industries.

The Department wishes to ensure that individuals, employers, educators, and training providers have access to the most complete, current, and beneficial information about providers, programs credentials, and competencies supported with these federal funds.

To this end, we require that grantees make information about industry-recognized credentials publicly accessible through the use of linked open data formats that support full transparency and interoperability.

This requirement applies to all industry-recognized credentials that are awarded using grant funds under the Announcement, where such credentials were previously developed by a grant lead or partner or are developed using grant funds. Credentials include, but are not limited to, diplomas, badges, certificates, certifications, and degrees of all levels and types.

Formats may include, but are not limited to, the use of credential transparency description language specifications. DOL will provide specific guidance and technical assistance on credential transparency. Grantees must submit an implementation plan for credential transparency and must complete implementation of the plan before the period of performance ends, as specified in DOL technical assistance.

A primary focus of this round is supporting programs that seek eligibility for the newly authorized Workforce Pell Grants. These grants aim to increase access to federal financial aid for students enrolled in short-term workforce programs that are portable, stackable, and directly aligned with industry-driven hiring requirements.

The DOL is prioritizing applicants—specifically statewide community college systems or consortia—that are working toward developing integrated, state-level data systems. These systems are essential for fostering the workforce and education data activities necessary to demonstrate the effective outcomes required by Workforce Pell. Through our open technologies, the Credential Transparency Description Language (CTDL) and the Credential Registry , Credential Engine directly supports the creation of the transparent data infrastructure required for these grants .

We encourage all applicants to advance their credential transparency work by including in their proposals that they will: Use CTDL to ensure their program data is structured, open, linked, interoperable, and durable data (SOLID) . Incorporate Credential Engine technologies to build the state-based registries and data systems needed to track Workforce Pell outcomes and support career pathways.

WCET Frontiers: Credential Transparency and Informed Decision-Making in Indiana Lead Partner : Michigan Department of Labor and Economic Opportunity In addition to Credential Engine, Michigan partners with: Michigan Department of Education Michigan Department of Licensing and Regulatory Affairs Michigan Department of Technology, Management, and Budget The Michigan Department of Labor and Economic Opportunity’s Office of Employment and Training (LEO-E&T), together with Credential Engine, is making it easier for Michiganders to learn about credentials that lead to high-demand, high-paying jobs in the state.

Michigan has published more than 300 training providers and over 3,600 credentials to the Credential Registry. LEO – Michigan’s Credential Engine In addition to Credential Engine, Illinois partners with: Illinois Department of Commerce and Economic Opportunity, Office of Employment and Training ProPath Illinois worked to enhance and align the data most important for career pathway decision-making.

The project’s goal was to empower learners and workers of all ages with comprehensive and actionable information on learning opportunities and credentials to make optimal decisions about their education and career pathways. The Illinois Department of Commerce and Economic Opportunity has published over 3,000 all credentials, learning outcomes, and additional information.

Over 1,100 credentials from 14 community colleges have been published by the Iowa Department of Education’s Community College and Workforce Preparation Division.

EMOP provides Florida agencies and leaders with consistent data on all Florida credential programs aligned to the Credential Transparency Description Language (CTDL). Florida has published over 10,000 credentials to the Credential Registry offered by public colleges and universities and WIOA Eligible Training Providers.

Louisiana community and technical colleges have published over 800 credentials to the Credential Registry.

The availability of credential information in a common, consistent language has significantly enhanced KBOR’s ability to share data with other state agencies and contributed to their larger goal of increasing visibility and comparability across state lines. State leaders are using linked open data as a catalyst to make more intentional connections–not just within their own state, but also across the entire Midwest region.

Kansas has published over 2,500 credentials and learning opportunities and nearly 3,000 transfer values for the public colleges and universities.

Kansas Advances Transfer and Workforce Goals Through Credential Transparency Lead Partner : Colorado Workforce Development Council (CWDC) In addition to Credential Engine, Colorado partners with: Colorado Department of Higher Education (CDHE) Colorado Department of Labor and Employment (CDLE) Colorado state agencies work with Credential Engine to apply the Credential Transparency Description Language (CTDL) to the state’s Credential of Value Framework (COV) for use with the Eligible Training Provider List (ETPL), Career Development Incentive Program (CDIP), and other credential lists, as applicable.
