Strengthening Social Resilience Program, Subprogram 2 is sponsored by Asian Development Bank (ADB). Aligned with the government's medium-term reform agenda on social protection, the program aims to accelerate reforms in increasing the coverage and efficiency of the protection, improving the financial inclusion of disadvantaged people, and strengthening the response to diversified protection needs.

Project Rationale and Linkage to Country/Regional Strategy The programmatic approach has been designed to support sequenced packages for the institutional and policy reforms that strengthen the inclusiveness and responsiveness of social protection in Bangladesh. The Board of Directors of the Asian Development Bank (ADB) approved the programmatic approach and a $250 million loan for subprogram 1 on 18 June 2021.

Subprogram 1, consisting of 10 prior actions, has supported the government in establishing national policy frameworks and providing key policy guidance leading to subsequent reform actions. All prior actions completed in subprogram 1 have been maintained, with no reversals.

Building on the subprogram 1 achievements, 11 policy actions under subprogram 2 aim to improve the administrative efficiency of the social protection system with better protection coverage, deepen the financial inclusion of disadvantaged people, and broaden the scope of protection.

Involuntary Resettlement Subprogram 2 will support policy actions related to improving inclusiveness and responsiveness in social development. It will not support interventions that will result in physical or economic displacement because of involuntary land acquisition and involuntary land use.

In line with the principles of ADB's Safeguard Policy Statement (2009), due diligence assessed the policy actions and confirmed no impacts for involuntary resettlement as designed in the safeguard assessment matrix. As such, involuntary resettlement safeguards are not triggered. Indigenous Peoples The subprogram will support policy actions related to improving inclusiveness and responsiveness in social development in Bangladesh.

Therefore, the policy actions do not affect the dignity, human rights, livelihood systems, or culture of tribes, minor races, ethnic sects, and communities or affect the land or resources that the tribes, minor races, ethnic sects, and communities own, use, occupy, or claim as their ancestral domain.
