Community Mental Health Services Block Grant (MHBG) List items for Community Mental Health Services Block Grant (MHBG) The federal Community Mental Health Block Grant is dedicated to improving mental health service systems across the country through formula grants awarded to states.

Substance Use Prevention, Treatment and Recovery Services Block Grant (SUPTRS-BG) List items for Substance Use Prevention, Treatment, and Recovery Services Block Grant The Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUPTRS BG or SUBG, for short) program provides funds to all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, the Northern Mariana Islands, Guam, American Samoa, 3 Pacific jurisdictions, and 1 tribal entity to prevent and treat substance use.

The Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG) program’s objective is to help plan, implement, and evaluate activities that prevent and treat substance use. The SUBG is authorized by section 1921 of Title XIX, Part B, Subpart II and III of the Public Health Service (PHS) Act (PDF | 253 KB) .

The PHS Act required the secretary of the U.S. Department of Health and Human Services to create regulations as a precondition to making funds available to the states and other grantees under the SUBG.

12th, Des Moines IA 50319 SSI/SSDI Outreach, Access and Recovery (SOAR) List items for SSI/SSDI Outreach, Access and Recovery (SOAR) SOAR (SSI/SSDI Outreach, Access and Recovery) is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA).

SOAR is designed to increase access to SSI/SSDI for eligible individuals who: Are homeless or at risk of homelessness Have a mental illness and/or a co-occurring substance use disorder Are able to apply for benefits as an adult under SSA rules, including individuals 17 years of age who are within one month of their 18th birthday. Youth aging out of the foster care system may apply within 90 days of their 18th birthday.

The SSI/SSDI application process can be complicated and difficult to navigate, particularly for people who are homeless or who are returning to the community from institutions (jails, prisons or hospitals). For those who have a mental illness, substance use issues, or co-occurring disorders that impair cognition, the application process poses an even greater challenge.

Accessing income and health care benefits is a critical first step on the road to recovery. Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) are disability income benefit programs administered by the Social Security Administration (SSA) that also provide Medicaid and/or Medicare health insurance to individuals who are eligible.
