This rate will be capped at a maximum of 15. 00%. Non-school Sponsors, Residential Child Care Institutes (RCCIs), and Non-public Schools do not have an indirect cost rate negotiated with MDE.
• Complete the question: Do you have a negotiated rate from another Federal Agency/Entity? o Most Sponsors should answer no to this question as they do not normally have a negotiated rate. Sponsors can use the de minimis rate, which is now 15.

Complete the Revenue Budget Worksheet and Expenditure Budget Worksheet with your Sponsor’s determined budget for next school/fiscal year. Federal Revenue from the previous year’s claim reimbursement will pre-fill.
Reminder for schools: NSLP/SBP Reimbursements should be entered into the revenue adjustment line (revenue field #3) to provide a budget for all Child Nutrition operations combined for the upcoming school year (July 2026-June 2027).
If you do not already have a completed budget for next year start with your previous year’s Financial Information Database (FID) School Meals Report or Child Nutrition Program Year End Report (CNP-YER), input that data and make any adjustments you are aware of for next year’s operations. Total expenditure should not be higher than the total revenue. Budgets should break even, or better. Sponsors must indicate how they would cover a loss in the program to prove they are financially capable of running the program.
Use the revenue adjustment (revenue field #3) to contribute non-federal funds for an anticipated program loss if applicable. Complete page questions 1 and 2. Question 1: If yes, proof of non-profit status must be uploaded.

If no to question 2, upload previous year’s 2a. Enter the amount of federal funds received (total dollars) This should be the total of federal reimbursements for SNP, SFSP, CACFP, FFVP, SCA, EAG and any other federal CNP Grants.
This could be found on the Schedule of Expenditure of Federal Awards (SEFA) for SY/FY 2022-2023, the Grant Auditor’s Report (GAR), or it can be viewed on the FID School Meals Report or Child Nutrition Program Year End Report (CNP-YER). 2b. Did your institution spend more than $1,000,000 in federal funds in the previous fiscal year?
The previous fiscal year is October 1, 2024 – September 30, 2025, for non-school sponsors, and July 1, 2024 – June 30, 2025, for school sponsors If yes to question 2b, upload the most recent Audit or Audited financial statements Upload previous fiscal year’s financial statements that include all income and expenses.
If your sponsor spent more than $1,000,000 of federal funds in the prior fiscal year, the most recent Single Audit must be uploaded. If no to question 2b, upload the previous year’s financial statements.
