Opportunity Listing - National HIV Behavioral Surveillance National HIV Behavioral Surveillance Agency: Centers for Disease Control - NCHHSTP Assistance Listings: 93. 940 -- HIV Prevention and Surveillance Activities-Health Department Based Last Updated: May 13, 2026 View version history on Grants. gov The purpose of this NOFO is to support ongoing bio-behavioral surveillance among populations disproportionately affected by HIV.
Data will be collected on behavioral risk factors for HIV (e.g., sexual behaviors, drug use), HIV testing behaviors, use of prevention strategies (e.g., condoms, PrEP) and receipt of prevention services. All NHBS participants will be offered an HIV test and linked to appropriate prevention or care services based on test results.
Findings from NHBS are used to evaluate and guide local and national HIV prevention programs by assessing exposure to and use of prevention strategies over time and by identifying gaps in provision of or access to HIV prevention services. The prevalence and trends of behavioral risk factors for HIV can be used to inform tailored testing, response, treatment, and other prevention efforts.

Governmental organizations must have the public health authority and/or legislative mandate to conduct HIV surveillance activities, which include gathering information on demographic characteristics, transmission category (mode of exposure), and all test results indicative of HIV infection.
