Who's Eligible: Commercial building owners and small businesses Application Deadline: Ongoing Lloyd-Holladay Relocation Grant The Lloyd-Holladay Relocation Grant, administered by Prosper Portland, is a limited time grant program developed to support Lloyd Center Mall tenants, activate vacant store fronts, and drive foot traffic in the Lloyd-Holladay TIF District by providing funding for moving expenses and tenant improvements.

Who's Eligible: Businesses and nonprofit tenants of Lloyd Center Mall that are relocating to another location in the Lloyd-Holladay TIF District. Application Deadline: Existing Lloyd Center tenants prioritized through September 1, 2026; any remaining funds after September 1 will be used to support other businesses moving into the district.

Local Small Business Expanded Repair/Restore Grant Program Prosper Portland provides funding to small businesses located in the City of Portland that have sustained physical and economic damage due to break-ins and vandalism. Grants assist eligible businesses to remain open and operational and contribute to maintaining a healthy street environment.

Eligible entities may receive up to $25,000 over the life of the program for eligible repairs. Who's Eligible: Small businesses and nonprofit organizations occupying a ground-floor storefront Application Deadline: Ongoing Operating Support Grants for Arts Organizations The Office of Arts & Culture provides direct, flexible funding for Portland-based arts organizations that serve K-12 students and people in underserved communities.

Grants range from $25,000 to $145,000 per year for two years. Who's Eligible: Portland-based 501(c)(3) arts organizations. Other eligibility requirements are detailed in the grant guidelines.

Prosperity Investment Program Prosper Portland offers matching, reimbursable grants that help businesses and property owners make tenant improvements and small and large-scale improvements to new and existing buildings.

Who's Eligible: Businesses and property owners in the following TIF Districts: Central Eastside Corridor, Cully, Gateway Regional Center, Interstate Corridor, Lents Town Center, Old Town, and North Macadam. Grants range from $1,000 to $5,000 for individual artists and arts businesses, and up to $10,000 for nonprofit organizations and schools. Who's Eligible: Owners of grocery stores, restaurants, or retail businesses located in the City of Portland, or property owners who lease to eligible businesses.

145 , these grants support neighborhood small businesses, including women-owned and minority-owned businesses, such as business incubator programs, management training and job training opportunities, and provide economic opportunity and education to communities disproportionately impacted by cannabis prohibition.

Small Business Digital Transformation Grant The Portland Small Business Digital Transformation Grant supports Portland small businesses experiencing budget constraints in making the digital transformation leap.

Community Livability Grants Prosper Portland provides grants to community-based organizations for projects that promote healthy, complete, and resilient neighborhoods and respond to and respect the diversity of its residents. Eligible applicants include nonprofit organizations, neighborhood and business associations, and neighborhood groups. Property owners may also be eligible.

The grant provides eligible home and property owners an opportunity to improve their home's health, safety and property value. The Portland Clean Energy Community Benefits Fund (PCEF) supports projects that reduce greenhouse gas emissions and improve climate resiliency in ways that advance economic, social, and climate justice for our under-resourced communities.
