To support the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects (including health and welfare effects), extent, prevention, reduction, and elimination of water pollution.
Funding priorities include, but are not limited to training, surveys, studies, investigations, and demonstration projects to support water quality improvement, watershed planning and management, nonpoint source planning, wetlands protection, coastal and estuarine planning, treatment technologies, water efficiency, and environmental management systems.
**Fiscal Year 2025:** Development of innovative watershed education tools, development of water quality protection guides for local communities, development of sustainable approaches to water quality management, training for small wastewater systems and onsite/decentralized systems, and training on environmental management systems.

In FY 2025, EPA continued to fund projects to support training, surveys, studies, investigations, and demonstrations for water quality improvement, watershed planning and management, treatment technologies, water efficiency, and environmental management systems. F002 - Cooperative Agreement Documentation of nonprofit status may be required.
Applicants may be requested to demonstrate they have appropriate background, academic training, experience in the field, and necessary equipment to carry out projects. EPA may ask applicants or principal investigators to provide curriculum vitae and relevant publications. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Implementation activities are generally not eligible.

This program makes Federal awards on a discretionary basis. A discretionary award means an award in which the Federal awarding agency, in keeping with specific statutory authority that enables the agency to exercise judgement (“discretion”), selects the recipient and/or the amount of Federal funding awarded through a competitive process or based on merit of proposals.

For competitive awards, EPA will review and evaluate applications submissions in accordance with the terms, conditions, and criteria stated in the competitive announcement. Competitions will be conducted in accordance with EPA policies/regulations for competing assistance agreements.
For non-competitive awards made under this assistance listing, EPA will conduct an administrative evaluation to determine the adequacy of the application in relation to grant regulations and to technical and program evaluation to determine the merit and relevance of the project. The Agency will then advise the applicant if funding is being considered. A final work plan will then be negotiated with the applicant.

Agreements may require quarterly, interim, and final progress reports, and expenditure/financial, equipment, and invention reports. Reporting requirements are also identified in the Grant Regulations at 2 CFR 200. 328.

Recipients must maintain all records until 3 years from the date of submission of final expenditure reports as required by 2 CFR 200. 334. If questions, such as those raised because of audits remain following the 3-year period, recipients must retain records until the matter is completely resolved.

The U.S. Environmental Protection Agency (EPA) is soliciting applications under the authority of the Safe Drinking Water Act (SDWA) section 1459E to accelerate career pipelines in the water utilities sector and provide access to water utility workforce opportunities. This action advances the Administration’s priorities, including the goals of Make America Healthy Again, by focusing on building the nation’s water workforce which is critical to ensuring public health and environment protection. Consistent with the law, this action will help inform people about the role of water and wastewater utilities in their communities and increase the awareness of water utility career opportunities.The purpose of this funding opportunity is to support expanding career opportunities in the drinking water and wastewater utility sector and elevating public awareness about jobs in the water workforce. Eligible applicants under this funding opportunity are Institutions of Higher Education (IHEs), nonprofit organizations, and public works departments and agencies. Eligible activities include apprenticeship and internship programs, education programs designed for elementary, secondary, and higher education students, regional industry collaborations, and training programs designed to support decentralized workforce.
