Call open: Sustainable Blue Economy Partnership 2025 | NWO The Sustainable Blue Economy Partnership (SBEP) is a European collaboration under Horizon Europe involving 28 countries. Several transnational calls are planned within this partnership.
The third call aims to support transnational research and innovation, focusing on five priority areas: Digital Twins of the Ocean (DTOs) at sub-basin scale Priority area 2: Transitioning the blue economy sectors, and the development of the coexistence and the marine multi-use infrastructures Climate-Smart Planning and managing sea-uses at the regional level Blue Bioresources: sustainable fisheries and aquaculture, and new bio-based products Resilient Coastal Communities and Businesses Proposals must relate to the following areas: Baltic Sea, Black Sea, Mediterranean Sea, North Sea, Atlantic Ocean.
In total, more than €44 million is available for research. Two million euro is available for Dutch participation. In addition to NWO, Rijkswaterstaat and the Ministries of Infrastructure and Water Management and Agriculture, Nature and Food Quality are also co-funding this call from the Netherlands.
Per proposal, a maximum of 400,000 euro can be requested from NWO if there is one national main applicant, and a maximum of 600,000 euro if there is a national main applicant and co-applicant. The deadline for submitting a pre-proposal is 17 November 2025 at 15:00 CET. Applications are not submitted via ISAAC but via the online system of SBEP.

If you have specific questions for NWO, you can also attend the online information meeting on 30 September at 14:00 CEST. You can register via the event page below. Researchers must form a consortium with partners from at least three different participating countries.

The European co-funded partnerships are part of Horizon Europe, the European programme for research and innovation (2021-2027). The partnerships focus on complex societal challenges and aim at real impact. The calls resulting from the European partnerships lead to thematic research.

According to the current listing, eligibility includes: Dutch researchers can jointly submit research proposals with international researchers, societal and/or industrial parties from the participating countries, which differ per partnership.
