The objectives of this NOFO include: * Working to ensure that targeted HIV testing, treatment, retention, and prevention services are widely available for people who are at higher risk for HIV. Services should be provided in community settings using social network strategies (SNS). Activities include: * Targeted community-based case finding.

* Immediate linkage to available treatment. * Management of advanced HIV disease and HIV/TB co-infection. * Improving the availability of HIV services by mobile HIV testing, treatment, and prevention.
