System Development Funding

System Development Funding is sponsored by Madison County Mental Health Board (MCMHB). The MCMHB is accepting applications for special initiatives that respond to community needs in mental health, intellectual and developmental disabilities, and substance use disorders.

Welcome to Madison County, IL Departments Mental Health Funding Apply for System Development Funds System Development Funding FY 26 System Development Funds Requests (Dec. 1, 2025-Nov. 30, 2026) System Development dollars are used to assist with various mental health, substance abuse and developmental disabilities educational activities, trainings, and events.

System Development funding priorities are based on current needs in the community and are established in the Madison County Mental Health Board One & Three Year Plan; with events for and/or developed by consumers having most priority. Process for Requesting Funds Requests for funding require approval by the Mental Health Board at regularly scheduled Board meetings. Please refer to the Board website for the calendar of meetings at www.

To ensure timely receipt of funding, applicants should request funding in advance of actual need. Last minute requests for funding will not be considered.

Required Components of a System Development Request: Request letter sent to Board office on agency letterhead which includes: Narrative of the problem being addressed/purpose of funding request Name & address of the fiscal agent with address & tax identification number A Program Budget which includes all anticipated expenses and revenue sources and amounts requested for the event/program Attendance at the Mental Health Board meeting where request will be heard is MANDATORY .

Should a representative not be present at the scheduled full Board meeting, the request will be tabled until such a time that a representative is present to answer any question the Board members may have. Following Funding Approval of request: A System Development / Community Education Grant form must be completed at the conclusion of the event and returned to Board Office within two weeks and can be found here .

Failure to comply with these guidelines could limit future funding considerations. We strongly encourage organizations to send any supplemental materials such as photos or event evaluations along with the system development reporting form at the conclusion of the event. Supplemental materials may be included in the reporting documents of the Board.

1, 2026-Nov. 30, 2027) In accordance with the Illinois Community Mental Health Act (405 ILCS 20/3e et seq.) , the Madison County Mental Health Board (MCMHB) provides special funding to support ongoing community development and innovation.

Designed to be agile and responsive to emerging community needs, the MCMHB accepts QUARTERLY applications for funding not to exceed $5000 per project .

Applicants may request funding for programs aligned with the following statutory categories: Substance Use Disorder (SUD)Services Intellectual or Developmental Disability (I/DD) Services Professional & Community Development Educational & Clinical Training: Funding for workshops, webinars, conferences, and specialized training aimed at enhancing the local behavioral health workforce.

Community Engagement: Sponsorship of special events, inclusive camps, and localized community projects that promote mental wellness and reduce stigma. Peer & Family Support: Funding for one-time or short series of community based group meetings Strategic Board Initiatives Solicited funding announcements: Specific projects or programs explicitly requested by the Board to meet a documented community gap.

Capacity Building: Initiatives designed to strengthen the MCMHB's internal or external infrastructure to better serve Madison County. Responsive & Innovative Funding Emergency Funding Requests: Rapid response funding for existing partners facing unforeseen crises that threaten the continuity of essential services.

M CM HB funding decisions are made in public meetings based on statutory mandates and community priorities. Following the submission of your application, the project cycle follows this standard path: Application Evaluation: MCMHB staff thoroughly review each application based on its strength in addressing the required criteria. Staff utilizes the System Development Evaluation Rubric as a standardized guide to assess the proposal.

MCMHB Finance Committee Review: During an open, public meeting, the Finance Committee evaluates the staff’s scoring rubrics, the specific funding requests, and the applicant's historical compliance logs (if applicable). Based on this review, the committee issues a formal funding recommendation.

MCMH Board of Directors Decision: During an open, public meeting, the full MCMHB Board of Directors formally votes to approve or deny the Finance Committee’s funding recommendation for funding. Contracting & Project Implementation : If approved for funding, recipients will enter into a formal contract/funding agreement with the MCMHB.

(Note: As part of compliance, the MCMHB partner logo must be listed on all public-facing project materials, including flyers, advertising, and registration forms). Reporting & Project Closeout: Funded agencies must submit required compliance and outcome data following the completion of their project cycle.
