Update Regarding Application Reviews When the T3C Interim Application window closed, DFPS received a concentrated surge of applications. The influx has significantly increased workload demand and contributed to delays in our normal processing timelines.

To ensure DFPS is allocating resources where the need and impact are greatest, agency leadership has determined that applications will be intentionally prioritized for review and processing focusing first on the full applications due to financial implications on providers. This approach allows DFPS to maintain forward momentum and to support the children and providers with the most immediate needs.

We anticipate the current delays will begin to resolve as prioritized applications are completed. Questions about a submitted application: DFPSProviderCredentialing@dfps. texas.

gov T3C Accelerator Workshops This opportunity is only for licensed general residential operations (GRO) who have a current contract with DFPS or a Single Source Continuum Contract either as a child placing agency who licenses foster homes or as a GRO providing 24-hour care to children in the state’s custody. This opportunity is not for daycares.

T3C Ready, a project of the Single Source Continuum Contractor (SSCCs) and the Texas Center for Child and Family Studies at TACFS announces open T3C Ready Accelerator Workshop registrations for Houston area workshops. Is your organization in need of a T3C bootcamp to jump start your readiness to apply for T3C credentials?

Please join us for a free 2-day workshop with TACFS staff and consultants who have helped other organizations successfully implement T3C. The workshops will be small, interactive with both learning and hands-on activities to enhance your readiness.

Topics include: selecting service packages, treatment models, logic models & CQI, training & staffing considerations, policies & procedures, IT needs and navigating the T3C credentialing application. This workshop is for organizations who do not yet have a T3C credential. We have the ability to pay for hotel rooms for participants who are not located within 50 miles of the event.

December 31, 2025, is the last day to upload the Interim Credential Application to the T3C Credentialing Platform and mark it “Ready for Review”. As of January 1, 2026, the Interim Credential is no longer available as an application route for providers. Comprehensive information on the Interim Credential is still available in the T3C System Blueprint .

As part of DFPS’ continued efforts to improve efficiency in the T3C application experience, DFPS is updating the process used to determine the T3C application version acceptance. DFPS anticipates that by making this change, providers and the DFPS T3C Credentialing Team will be able to move through the application process together more quickly.

Update to Application Process • Only the most current version of each application will be accepted by DFPS. • Grace Period for New Versions: When a new application version is released, a 30-day grace period will be provided to allow the prior version to be submitted for applicants already in progress.

• Temporary Transition Period: Previous versions of current applications will continue to be accepted until October 1, 2025 , to minimize disruption during this transition. Providers, please ensure that your organization is using the latest versions of all applications moving forward.

Fiscal Year (FY) 2026 T3C Readiness Grants Our Community Our Kids (OCOK), in partnership with the Single Source Continuum Contractors (SSCCs), is announcing the opening of Requests for Application (RFA) for provider grants for T3C Readiness. There will be three opportunities for T3C Readiness grants this year. The first RFA opens September 3, and applications will be accepted through October 1, 2025, at 5:00 p.

m. In Fiscal Year 2026, residential child care providers will have the opportunity to apply for a grant to support their organization in readiness activities that will advance their ability to meet the requirements to apply to be credentialed in the T3C service array.

RFA #1: Uncredentialed Organizations Open September 3 through October 1, 2025 This grant opportunity is for organizations that have received either no previous T3C grant or less than $150,000 in total T3C Readiness grants across FY 2024 and/or FY 2025, and that have not yet received at least one inactive or active T3C service package credential at the time of the application.

Organizations meeting these criteria are eligible for up to $150,000 (less any previous T3C Readiness grant amount received). Organizations that have submitted their application for a credential, but that application has not been approved, are eligible to apply for this grant if their application has not yet been fully processed.

For this RFA, organizations are eligible for up to $150,000 in T3C grant funding across state fiscal years 2024, 2025, and 2026. For example, if an organization received a T3C Readiness grant of $150,000 in FY 2024, they are not eligible for a grant in this award cycle. If an organization received a T3C Readiness grant of $20,000 in FY 2024, and no award in FY 2025, they would be eligible for up to $130,000 during this award cycle.

Provider organizations that function under multiple license/permit types and/or EINs may only apply for a grand total of $150,000 across both fiscal years. All grant funds must be obligated by the grantee by August 1, 2026. If funds are not obligated, then they are considered unspent.

Any funding that is not expended or obligated for grant purposes must be returned to OCOK at that time. All funds must be spent by December 31, 2026. Notification of grant awardees will occur in late October 2025, and grant funds will be distributed in November 2025.

For organizations who received no grant funding in FY 2024 or FY 2025, up to $150,000 could be granted for FY 2026. Any application made in this category must be tied directly to an item in pending implementation plans or additional service packages.

Funding in this category may be prioritized for certain service packages. RFA #3: Full Credentialed Organizations Anticipated to post January 5 through February 3, 2026 This grant opportunity is for organizations that have received at least one full-service package credential but would like to apply for additional service packages.

For organizations who have previously received T3C Readiness grant awards in FY 2024 and/or FY 2025, up to $50,000 could be granted for FY 2026. For organizations who received no grant funding in FY 2024 or FY 2025, up to $125,000 could be granted for FY 2026. Funding in this category would be prioritized for certain priority service packages.

For all three RFAs, grants will fund initiatives in five categories and activities within those categories. The categories are: Policies and procedures consistent with selected primary models and targeted service package(s) the provider will be delivering.

New targeted and upfront training for intake, case managers, directors, foster parents (if applicable), direct delivery staff (if applicable), etc. on new primary models/service packages and CANS 3. 0 assessment tool and process. Information Technology (IT) systems to support operating under the new service array.

Data collection system to track and report changes. System to complete cost collection to populate a more robust cost report. T3C Readiness Grants FY 26 RFA #2: Organizations with Interim (not full) Credential(s) Open September 25 and runs through October 22, 2025 at 5:00 PM CST This funding opportunity is for those providers who have an Interim (T3C) Credential, whether active or inactive.

Specifically, this funding is for organizations who have received their interim credential(s) who may or may not have previously received FY 24 or FY 25 T3C grant funding, but still have requirements to fulfill or who may have additional packages for which they intend to apply to credential in.

For organizations who have previously received grant awards in FY 24 and/or FY 25, requests can be made in this opportunity for an amount that would not exceed $200,000 in total T3C readiness grant awards across FY 24, FY 25, and FY 26. For organizations who received no grant funding in FY 24 or FY 25, up to $150,000 could be granted for FY 2026.

Any application made in this opportunity must be tied directly to an item in pending implementation plans or additional service packages.

us/j/81938258228 TACFS is hosting a Continuous Quality Improvement (CQI) community. New year - new series! In 2024, TACFS offered a monthly training series called CQI Lab, where we covered the fundamentals of conducting CQI in an agency setting through virtual education sessions.

Those sessions are available for free on the TACFS Online Learning Center . In 2025, we are re-envisioning our CQI support as a facilitated learning community, rather than a training series. Sessions occur on the first Tuesday of the month.

Our Community Our Kids (OCOK) seeks applications for funding to aid certain General Residential Operations (GRO) for costs of obtaining or maintaining Accreditation that complies with The Family First Prevention Services Act (FFPSA).

This grant is intended for GROs providing Treatment Services or Residential Treatment Centers that are licensed by Health and Human Services Commission (HHSC) Child Care Regulation (CCR) that have achieved, are maintaining, or are actively pursuing accreditation. These grant funds will be made as reimbursements to apply to expenditures made between October 1, 2019, and July 15, 2025.

In 2025, we are offering Continuous Quality Improvement (CQI) support as a facilitated learning community rather than a training series. Providers identify topics (such as identifying program outcomes and how to evaluate them) and then we discuss, and problem solve as a group. If you're interested in being part of the CQI Community, the meetings occur on the first Tuesdays of each month from 9:00-10:00.
