Technical Assistance Program (TAP) 2025-2026 - California Grants Portal This grant is ONLY open to Small Business Technical Assistance Centers. This is NOT a grant to small businesses. TAP seeks to expand advising and training to small businesses entrepreneurs.
Funding is for new or enhanced advising and training services to small businesses. Applicants must provide match funding in the form of federal or private funding to conduct technical assistance to small businesses. See Program Announcement for more information.
This grant is ONLY open to Small Business Technical Assistance Centers. This is NOT a grant to small businesses. Program Background: California is home to a range of small business technical assistance centers (“Centers”) that provide free or low-cost one-on-one, confidential consulting and training to help small businesses and entrepreneurs start, grow and expand, and create jobs in California.
These Centers are funded in part by federal and private funding sources and are a crucial aspect of the support system for small business growth and entrepreneurship across the State. TAP provides state funding to support direct services to small businesses and entrepreneurs including through expansion of services to underserved businesses and regions.
The program is intended for established Centers with a track record of high-quality technical assistance work. In addition, the program is intended for centers with the capacity to build on existing work, expand to serve California’s underserved business groups, and ensure equitable access and opportunity for all California small businesses.

ca. gov/for-calosba-partners/funding-opportunities-for-partners Eligible applicants must be located in the State of California and provide services to California's small businesses and entrepreneurs. Matching Funding Requirement: Eligible applicants must provide 1-to-1 matching funds from an eligible funding source.

It may be either State or Federal (or a combination of both), and be tied to a specific piece of legislation, a proposition, or a bond number. The Technical Assistance Program (TAP) is funded by the State of California General Fund on an annual basis. The California Small Business Development Technical Assistance Act of 2018 (Government Code Section 12100.
60) originally established TAP. In 2022, the program was re-named and established as a permanent program to provide technical assistance resources including training and advising services to small businesses and entrepreneurs. The manner in which the grant funding will be delivered to the awardee.
Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly). CalOSBA will process grant payments quarterly on a cost-reimbursement basis.
CalOSBA will issue payments within forty-five (45) calendar days of receiving a complete, valid and undisputed invoice with all required documentation and reporting requirements. Final funding amounts will based on evaluation of scores and budget reasonableness as defined in section 'Funding Categories' in the Program Announcement. State agencies/departments recommend you read the full grant guidelines before applying.
