## Improving Customer Service for Minnesotans Through Modern Cloud Telephony MNsure is modernizing its Contact Center platform to deliver a faster, more accessible, and data-driven consumer experience. With Technology Modernization Fund (TMF) support, the agency will transition from an outdated on-premises Cisco telephony system to Amazon Connect, a flexible cloud-based platform.

## Enhancing Government IT Services Through a Modern, User-Centered Platform The Minnesota IT Services (MNIT) Enterprise is modernizing its IT service management platform by replacing the outdated BMC Helix system with ServiceNow, a scalable, secure, and user-friendly solution.

Backed by $1 million in Technology Modernization Fund (TMF) support, this project will transform how IT support is delivered across state agencies—simplifying processes, enhancing visibility into ticket status, and improving both employee productivity and customer satisfaction.

With over 35,000 tickets created monthly, the move to ServiceNow ensures faster, smarter, and more transparent resolution of technical issues for state employees and partners. ## Empowering State Employees with Secure, AI-Driven Tools The Minnesota IT Services (MNIT) Enterprise is advancing a critical AI pilot initiative to equip state agencies with secure, practical tools for exploring generative AI applications.

With support from the Technology Modernization Fund (TMF) and Microsoft investment funds, MNIT is implementing the nebulaONE chatbot development tool to enable the safe deployment of AI-powered services like retrieval-augmented generation (RAG) and custom chatbots.

## Empowering MDA Customers Through Modern, Self-Service Licensing Tools The Minnesota Department of Agriculture (MDA) is improving service delivery for more than 65,000 license, permit, and certificate holders through a modernized digital platform that supports self-service account management and pre-application functionality.

With Technology Modernization Fund (TMF) support, this project will enhance transparency, streamline the licensing process, and give customers more control over their data. It also sets the foundation for integrating OneMN Login in the future, creating a unified, secure experience for all users interacting with MDA’s digital services.

## Securing Data Integrity and Operational Continuity Through Record System Modernization The Minnesota Department of Labor and Industry (DLI) is analyzing data remaining in the outdated Informix operating system and migrating records to a modern, future-ready platform.

With support from the Technology Modernization Fund, this project protects critical business data, strengthens data governance, and ensures long-term compliance with state and legal standards. ## Transforming Environmental Permitting Through Artificial Intelligence Minnesotans rely on timely, effective environmental permitting to support community development and protect natural resources.

To better meet those needs, the Minnesota Pollution Control Agency (MPCA) is using artificial intelligence (AI) to modernize its permitting process. ## Empowering Residents and Strengthening Environmental Response The Minnesota Pollution Control Agency (MPCA) is modernizing its environmental complaint system to give residents a faster, more effective way to report issues and help protect Minnesota’s environment.

Supported from the Technology Modernization Fund (TMF), this initiative will deliver a user-friendly mobile and web-based platform that allows the public to submit complaints with photos, location data, and detailed descriptions—improving MPCA’s ability to respond quickly and accurately to environmental concerns.

Ultimately, the project supports healthier communities and stronger environmental stewardship by closing the gap between public observations and agency action. ## Strengthening Public Protection Through Licensing System Modernization Minnesotans rely on licensed professionals in fields like accountancy, architecture, engineering, and surveying to deliver safe, high-quality services.

To ensure continued access to qualified experts, Minnesotans will benefit from the modernization of the core Licensing Compliance System (LCS), used by the Boards of Accountancy and AELSLAGID. This system supports all licensure and enforcement functions for over 40,000 professionals statewide.

## Energy Infrastructure Permitting Reform The Public Utilities Commission (PUC) received funds for the discovery, design, prototyping, and user experience development of a technology solution to efficiently and transparently implement the Minnesota Energy Infrastructure Permitting Act. This significant legislation aims to expedite the approval process for clean energy projects.

## Boards-Modernize License Compliance System The Licensing Compliance System (LCS), which includes online application and renewal sites, is essential for the initial licensing, renewals, and enforcement activities of the Minnesota Board of Accountancy (BOA) and the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID).

## Pay Equity Systems Modernization Minnesota Management and Budget (MMB) has initiated the Pay Equity Systems Modernization project to enhance the operational efficiency, program administration, and overall customer experience of the local government pay equity program. The project will provide MMB with the resources needed to carry out discovery work focused on understanding the program from the customer’s perspective.

## Modernization of the Geospatial Commons Platform MnGeo hosts and supports the Minnesota Geospatial Commons, an online platform for users and publishers of the state's geospatial data and resources. With TMF funding, the technology was modernized, shifting from a file-based system to a web service model and enhancing security.

## Veterans Healthcare Fast Forward Technical Transformation In Minnesota, the Minnesota Department of Veteran Affairs (MDVA) serves over 300,000 veterans and their families through various programs, services, healthcare, and living centers. Minnesota’s veteran community spans eight decades, and as their needs evolve, so do the requirements for living conditions and healthcare.

## Rewrite PELSB PLD Application and Document Scanning The Professional Educator Licensing and Standards Board (PELSB) PLD Application and Scanning Interface plays a critical role in conjunction with the PELSB Educators system to issue educator licenses for the State of Minnesota.

The operational integrity of this interface is paramount, as any failure in the PLD Application and Scanning Interface would result in PELSB being unable to issue these essential licenses. This project will update the system and ensure its long-term viability. ## Minnesota Pollution Control Agency (MPCA) Drinking Water Sampling The Minnesota Pollution Control Agency (MPCA) Remediation Division will implement two new systems.

One system, integrated into an enterprise data platform, will track sampling, while the other will manage contractor tracking, sample collection, scheduling, and future tasks. The goal is to share results by geographic area to inform communities about the safety of their private drinking wells. This will allow all interested parties to search for wells and addresses contacted for samples, including their responses and results.

Consequently, the project will speed up and improve the identification of wells at risk. ## Vital Records Online Ordering and E-Payment Storefront The Minnesota Department of Health (MDH) will update its website to include an online ordering process and e-payment mechanism that enables families and individuals, no matter where they are located, to purchase Minnesota birth and death certificates directly from the state.

This system will provide a secure, convenient, and user-friendly "storefront" accessible via the MDH website. The storefront will be seamlessly integrated into existing MDH systems to ensure a smooth and efficient transaction experience for users.

## Cancer Screening Services Upgrade The Minnesota Department of Health will modernize the Sage Program, including a new system for electronic data transfer, automation, and enhanced data security. The Sage Program provides free cancer screening services through a network of over 430 clinics statewide, prioritizing uninsured, underinsured, and low-income populations in Minnesota.

## Minnesota County Auditor Data Submissions Portal The School Finance Division of the Minnesota Department of Education (MDE) relies on manual, paper-based processes that need both technical and procedural modernization. School Finance manages the distribution of $12 billion from the state budget to schools, underscoring the critical need to upgrade our technical capabilities to meet modern standards.

## Minnesota Department of Agriculture (MDA) Customer Service Transformation Summary: The Minnesota Department of Agriculture (MDA) serves over 65,000 license, permit, or certificate (LPC) holders and issues at least 58 different types of licenses, permits, and certificates.

This project focused on developing and implementing a Minimum Viable Product (MVP) Commercial Off The Shelf (COTS) e-licensing system to significantly expand our customers' ability to complete electronic applications, make payments, and conduct transactions with the MDA.

Building upon MDA’s recent implementation of a Salesforce Customer Relationship Management (CRM) system, this new system laid the foundation for a future online customer portal, enabling MDA customers to view and manage all their data and transactions across the agency. To better serve all Minnesotans, the Department of Public Safety (DPS) will create a new agency website with a modern, mobile-friendly design.

This update aims to improve customer experiences and success rates across a wide variety of devices. The website will provide better service to all users, integrate new digital services, and enhance accessibility and functionality to serve all communities. Additionally, it will feature an industry-leading content management system (CMS).

With a user-centered approach, mobile optimization, and a new content strategy, the redesign is expected to increase user satisfaction and success rates while reducing the need for assistance contacts. ## Automating MNsure's Easy Enrollment for Health Insurance MNsure’s new Easy Enrollment program aims to connect uninsured Minnesotans with information about their eligibility for health insurance coverage and financial assistance.

Consumers can participate by simply checking a box on their tax form. Given the highly sensitive data involved and the high volume of anticipated requests, with an expected 60,000 requests annually, TMF funding will support the development of an automated business solution for MNsure.

This solution will help remove risks associated with human error, increase the accuracy of eligibility determinations, and create crucial guardrails for sensitive data. ## Mobility-as-a-Service Advancements MnDOT will expand and enhance its regional Mobility-as-a-Service Platform, leveraging over $2 million in state and federal investments to date.

These improvements provide a ride-hail-like booking experience to rural public transit providers. The expanded service area will grow the platform to include 13 public transit agencies, covering most of Southern and Western Greater Minnesota. ## MnDOT Plant Selector Website/ Plant Selector Admin Website The Minnesota Department of Transportation (MnDOT) plans to rebuild the Plant Selector program using Power Apps and Power BI.

This initiative will meet MnDOT and external customers' needs by identifying the best plant materials for project locations, thereby minimizing loss and optimizing state funding for plant material. The primary focus is on meeting accessibility requirements and enhancing usability within the Plant Selector Website Program, aiming to provide a stable, ADA-compliant platform that aligns with a more strategic department architecture.

## Aircraft Registration System This Minnesota Department of Transporation (MnDOT) project aims to enhance and streamline the Aircraft Registration System, addressing critical technical issues and complexities identified in the legacy Aeronautics system. The upgrades are necessary to mitigate risks and improve efficiency for aircraft owners and commercial entities in the aviation industry.

## Recruitment Solutions Transformation As part of the Minnesota Management and Budget Office’s Organizational Transformation initiative, this project will adopt a product model approach to achieve our desired outcomes regarding the job application process.

The primary objective is to provide a vision, strategy, and plan to meet MMB’s main goals, including job applicant satisfaction and transforming the organization into an effective product model. ## Minnesota Stroke Portal Advancements The Minnesota Department of Health is modernizing the Minnesota Stroke Portal to improve efficiency, enhance security, and elevate customer service.

This update aims to create a more automated, secure, and easily supported application, better serving the needs of our partners, particularly hospitals. Under the Minnesota Human Rights Act (MHRA), the Minnesota Department of Human Rights (MDHR) oversees compliance for over 3,500 businesses contracted with state entities, including cities, counties, and the University of Minnesota.

Their responsibilities include ensuring these businesses hire and retain people of color, Indigenous individuals, and women, as well as enforcing equal pay between men and women. Businesses seeking to demonstrate compliance apply for Workforce and Equal Pay Certificates by submitting Affirmative Action Plans and annual reports, which MDHR reviews alongside utilization rates.

## Rapid Inspection Application Replacement The Minnesota Department of Health is spearheading a project to replace the Rapid Inspection application with a modern, web-based solution designed to enhance efficiencies for field staff, streamline inspection data transfer, and improve reporting for State and Federal stakeholders.

## DLI-Injured Worker System Upgrade This Department of Labor and Industry (DLI) project offers a significant opportunity to enhance user satisfaction and efficiency within the Campus system. By integrating new functionalities, dashboards, and reporting tools, this project addresses current inefficiencies and improves the overall experience for everyone involved in supporting injured workers in Minnesota.

The newly established Data and Analytics Center and MN Crash Reporting System enable the Department of Public Safety (DPS) to adopt a more proactive approach, helping to prevent future tragedies. This initiative brings the state closer to achieving our Toward Zero Deaths (TZD) goal for all Minnesota roads, benefiting every Minnesotan with enhanced preventative safety measures.

By providing better data, more timely analysis, integration of multiple data sources, and the use of industry-leading AI technology and machine learning, this system is set to improve road safety.
