The Texas LoanSTAR Revolving Loan Program is a low-interest financing program from the Texas Comptroller of Public Accounts that funds energy-efficiency retrofits at state-supported facilities and local government entities. Borrowers repay loans from energy cost savings generated by funded projects, making it a self-sustaining mechanism.
