Senate Bill 2066, relating to the repeal of the Texas Research Incentive Program (TRIP), was signed into law by the Governor on Monday, May 19, 2025, following its passage by the 89th Texas Legislature.

The purpose of the Texas Research Inventive Program (TRIP) is to provide matching funds to assist eligible public institutions in leveraging private gifts for the enhancement of research productivity and faculty recruitment.
Eligible public institutions are I nstitutions of H igher E ducation (IHE) designated as emerging research universities (ERU) under the Coordinating Board’s Accountability System. TRIP was established by Texas Education Code (TEC) §62. 122, to provide matching funds to assist eligible public institutions in leveraging private gifts for the enhancement of research productivity and faculty recruitment , and TEC §62.
123, establishes the rate of matching and authorizes the Board, to establish procedures for the certification of gifts. The program is further outlined in the Texas Administrative Code. Since FY 2010, the TRIP appropriations supported 8 IHEs.
