5394 - Evaluating Scalability, Reproducibility, and Impact of GenAI and Agentic AI in the Water and Wastewater Sector Identify ways for utilities to overcome key barriers to the adoption of Generative Artificial Intelligence (GenAI) and Agentic AI, including actionable guardrails such as integrating cybersecurity protocols into operations, implementing secure development practices into model training and deployment, and adopting and applying the National Institute of Standards and Technology AI risk management framework core functions, which help ensure secure AI deployment (NIST 2016).
Identify a minimum of four unique and meaningful GenAI pilot applications within the water/wastewater sector and implement each application at two additional utilities. Document the transfer process, data governance and data quality requirements, operational insights, lessons learned on reproducibility, and early impacts of each demonstration. One application should focus on knowledge transfer and training.
Catalogue Agentic AI applications currently in use within the water/wastewater sector and capture key lessons learned and early impacts from each application. Reproduce one low-effort Agentic AI application at another utility and document the transfer process and lessons learned. EPA's Innovative Water Infrastructure Workforce Development competition closes October 5, 2026. The agency says up to 15 awards across four project areas, but Project Area 1 alone carries a $7.8 million ceiling against a $10.8 million pot. That tension is the single most important strategic fact in the NOFO — here is how to read it, which lane is least competed, and what a three-week runway means for your submission.

The application window closes September 30, 2026. The program is chronically under-subscribed for one structural reason — the 10 percent priority-point contribution cannot be in-kind. Here is the full instrument analysis and what it takes to win.

One maximum award would consume 72 percent of the pool. Here is how the four project areas actually partition the money, why the grants.gov award floor field is wrong, and why September 14 is the date that matters more than October 5.
