Dear State and Tribal Child Welfare Directors, The Administration for Children and Families (ACF) is proud that all 50 states, the District of Columbia, and Puerto Rico have joined _A Home for Every Child_, reflecting an unprecedented nationwide commitment to building a stronger future for America's children and families.
Together, we have embraced a shared vision that our goal is to create homes waiting for children, not children waiting for homes. Reaching this milestone is an important achievement, but it is only the beginning. Turning this vision into lasting outcomes requires continued partnership, innovation, and investment.
We are committed to partnering with states to make _A Home for Every Child_ a reality. One of the most important ways to increase the ratio of homes-to-kids is by preventing entry into foster care in the first place.
Effective prevention helps families safely address challenges before they become crises, reduces unnecessary entries into foster care, improves outcomes for children, and helps ensure that foster homes are available for children who truly need them. But, only 2% of federal child welfare spending currently goes to prevention.
We have heard you loud and clear: agencies face implementation challenges, including building provider networks, developing claiming infrastructure, strengthening data and reporting systems, and establishing the operational capacity needed to sustain prevention programs. The Children's Bureau is committed to helping states overcome these barriers.
To further support this work, we are pleased to announce the **Title IV-E Prevention Accelerator Grant**, a new discretionary grant opportunity to help eligible Title IV-E agencies accelerate implementation of evidence-based prevention services.
This funding opportunity is designed to help jurisdictions build the infrastructure necessary to successfully implement and sustain prevention programs, with grants ranging from $300,000 to $750,000. This investment reflects our commitment to helping states move from planning to implementation and from innovation to long-term sustainability.
Through this funding opportunity, we are investing in the capacity of state and tribal child welfare agencies so they have the resources needed to successfully implement and sustain evidence-based prevention services. We encourage you to consider applying. Applications will be accepted from any Title IV-E agency through **August 17, 2026**.
