Department of Land Conservation and Development : TGM Planning Grants : Transportation and Growth Management Program : State of Oregon Translate this site into other Languages tag, as divs are not allowed in 's --> TGM Planning Grants help local jurisdictions plan for transportation systems and land use patterns that create livable, sustainable, and economically vital communities.
The resulting plans increase opportunities for transit, walking and bicycling. Category 1: Transportation System Planning. Grants for Transportation System Plan work, that meet the requirements of the Oregon Transportation Planning Rules , including complete or updated TSPs; TSP refinement plans; individual TSP elements (like bike and pedestrian or transit plans); and Safe Routes to School-related infrastructure plans.
Category 2: Integrated land use and transportation planning. This includes area plans, downtown plans, and concept plans for areas being brought into an urban growth boundary. We have about $2 million available for this funding opportunity.
Award amounts generally range between $150,000 and $300,000. Grantees must provide a grant match in the form of cash, staff time, monetized volunteer time or direct project expenses. 800 grant projects through April 1, 2026.
The TGM program awards grants every year. Applications are due August 21, 2026, and awards are made in October. Projects typically take two-years from award to completion.
