Transportation Improvement Program # Transportation Improvement Program The Denver Regional Council of Governments implements the current regional transportation plan through the Transportation Improvement Program.
The program identifies all current federal- and state-funded transportation projects to be completed in the Denver region over a four-year period.
Demonstrating DRCOG’s commitment to collaboration, its local governments decide on a process and criteria for including projects in the Transportation Improvement Program and awarding DRCOG-controlled federal and state funds, which allows the region to set and agree upon its transportation priorities. All program projects must meet current air quality standards.
In early 2022, DRCOG adopted the Policies for Transportation Improvement Program Development. This document is used to program the current Transportation Improvement Program and is amended as necessary, typically before the process is initiated to issue calls for projects with the development of a new Transportation Improvement Program.
The process to amend the document will begin in 2026, resulting in development of the fiscal years 2029-2032 Transportation Improvement Program.
### For more information, review: Policies for TIP Program Development TIP Policy Quick Reference Guide ## Project selection process DRCOG utilizes a dual model process that provides opportunities for subregions to fund local priority projects in addition to regional priority projects with a continued focus on Metro Vision and the Regional Transportation Plan.
Throughout the funding allocation process, a subregional forum is responsible for submitting applications for consideration by the DRCOG Board of Directors. Subregions are geographically defined as a county and all the municipalities within. Every member government within each county is invited to participate in their subregional forum.
The Colorado Department of Transportation and the Regional Transportation District are invited to participate as non-voting members. Other eligible stakeholders may be invited at the discretion of each subregional forum.
The eight counties in the Denver region hold subregional forums; Adams County, Arapahoe County, Boulder County, City and County of Broomfield, City and County of Denver, Douglas County, Jefferson County and Weld County (southwest portion). Links to individual subregional forum meeting agendas and other materials may be found on the individual county websites, in addition to being accessible through the DRCOG calendar.
To complete their funding applications, sponsors are able to access a data tool to assist them. In addition to the main regional and subregional calls for projects, DRCOG also develops and maintains a group of regional set-aside programs, each having its own funding amount and call for projects. DRCOG staff maintain TRIPS, an online database, for projects in the Transportation Improvement Program. ## 2026-2029 Transportation Improvement Program The Transportation Improvement Program for fiscal year 2026-2029 identifies federal and state-funded transportation projects to be implemented in the Denver region.
No calls for projects were held as part of the development of the 2026-2029 program, but the majority of projects carried forward from the previous 2024-2027 program.

Discussions will begin in January 2026 to amend the policy document, with calls for projects taking place throughout 2027, concluding with an anticipated adoption date no later than August 2028. Additional details will be provided at a later time.

Federally obligated projects have received federal government approval for reimbursement.
