Transportation Improvement Program » KIPDA Transportation Improvement Program The Transportation Improvement Program (TIP) is a short-range, multi-year program of transportation projects awarded federal, state, and local funds within the KIPDA region. The TIP functions as a subset of the long-range Metropolitan Transportation Plan.
Every federally funded transportation project and any state or locally funded project considered regionally significant must be included in the TIP. The TIP is required to be updated every four years, and the Transportation Policy Committee (TPC) is responsible for approving it.
Project details listed in the TIP include the project sponsor, project name and description, project IDs, the total estimated project cost, funding phase information within the active TIP fiscal years, and the open to public calendar year. Public Comment Opportunity Until September 15th, the public is invited to leave feedback on a proposed change to our core planning documents.

Proposed Amendment 5 to the TIP Fiscal Year (FY) 2025-2028 Transportation Improvement Program Fiscal Year 2025 – 2028 TIP Project Listings *Includes all changes processed as of August 4, 2026 Amendments & Administrative Modifications Updates to the TIP are needed for a variety of reasons, including the addition of new projects, cost increases, phase shifts, and adjustments to the open-to-the-public date.
In general, major changes are made through the Amendment process , and minor changes are made through Administrative Modification . Most new projects must go through an amendment; however, some small-scale, air quality exempt projects may be added to the TIP via administrative modification if they fit KIPDA’s Group Projects Policy . The following guidance document explains how KIPDA manages funds from these programs KIPDA staff alerts project sponsors when various deadlines are approaching. These include progress reports, cost increases, and phase shift applications. The following calendar outlines the activities and deadlines for FY 2026.
Project Management Guidebook FY 2026 Quarterly MPO Dedicated Project Review Calendar KIPDA staff keeps track of each project that has been awarded MPO-dedicated funds. It is important to know how much federal funding has been programmed for each phase of a particular project. Programming a project means the funds associated with a particular phase are included in the current Transportation Improvement Program (TIP).
Staff also keeps track of the obligation of federal funds. An obligation means that the United States Department of Transportation (USDOT) has agreed to reimburse project sponsors for project costs immediately or later. The following document provides information about the programming and obligation of projects that have been awarded MPO-dedicated funds.
Tracking Sheets for MPO Dedicated Funding Programs Every 2-3 years KIPDA announces a Call for Projects whereby new projects can compete for MPO-dedicated funds. TPC has the sole authority to approve the award of MPO-dedicated funds. The following documents identify the projects that were awarded funding through a Call for Projects: KIPDA staff updates the public on the progress of each MPO-dedicated project periodically.

The CSP requires any new projects applying for MPO-dedicated funds to adhere to the policy by either providing bike, pedestrian, and/or transit improvements/facilities or applying for one of seven (7) types of exemptions. Annually, KIPDA must compile a report of every project for which Federal funds were obligated (i.e., included in a funding agreement).
