## Overview – The U.S. Public Diplomacy Freedom 250 Grants Program – Cook Islands & Niue 2026 We invites applications for our U.S. Public Diplomacy Freedom 250 Grants Program for the Cook Islands and Niue, supporting projects that strengthen United States-Cook Islands and United States-Niue cooperation, including maritime cooperation and broader economic and cultural ties.
The program is intended to support local solutions and build local capacity. This **Annual Program Statement (APS)**outlines funding priorities, eligibility, and application guidance for organizations and individuals seeking to deliver impactful projects in the Cook Islands and Niue.
### Live Q&A session recap: ## What We’re Looking For We welcome proposals that support community-led solutions and strengthen U.S. engagement with the Cook Islands and Niue. Projects are encouraged to build local capacity and technical expertise and may address one or more of the following areas: * **Increase economic linkages with the United States**through exchange, education, work, and trade promotion programs.
* **Promote long-term economic prosperity through natural resource management**, including sharing best practices and local capacity building. * **Reduce threats against the United States and the Pacific region**by enhancing cooperation in areas such as digital media, information technology, emergency preparedness, artificial intelligence, maritime cooperation, health, and related sectors.
Projects should primarily benefit people and communities in the**Cook Islands or Niue**and should include local expertise in project design and implementation. Programs should also include clear monitoring and evaluation measures and time-bound milestones.
Examples of eligible public diplomacy programming may include academic or professional lectures, seminars, speaker programs, artistic and cultural workshops, joint performances, exhibitions, and professional or academic exchanges.

**Eligible applicants include:** * Not-for-profit organizations, including think tanks, civil society organizations, NGOs, and faith-based religious institutions * Public and private educational institutions * Public international organizations and government institutions For-profit entities are not eligible. Organizations must have a Unique Entity Identifier (UEI)and an activeSAM. govregistration.
