Unsolicited Grant Proposals — Kansas Council on Developmental Disabilities (KCDD) Unsolicited Grant Proposals The Kansas Council on Developmental Disabilities (KCDD) welcomes unsolicited grant proposals on a rolling basis that align with one or more of the goals outlined in KCDD’s federally approved Five-Year State Plan.

KCDD’s limited grant funding is intended to serve as seed funding—supporting innovative, underserved, and underrepresented initiatives, programs, and projects across the state of Kansas. Priority is given to proposals that advance the goals of the Council’s Five-Year Plan and strengthen systems, services, and supports for Kansans with intellectual and developmental disabilities.

Eligibility and Proposal Requirements Priority Investment Areas To be considered for funding, proposed projects or activities must be new to the Council and may not replicate or extend previously Council-funded projects or activities.

All applicants must submit: A detailed project plan outlining goals, activities, timelines, and outcomes A detailed project budget Identification of any required or proposed matching funds Clear and specific documentation demonstrating how the proposed project aligns with and advances KCDD’s goals All proposals must address three key investment categories that are central to KCDD’s mission: Rural and Frontier Communities Investments that reach and benefit individuals with IDD living in rural and frontier areas across Kansas.

Projects that promote leadership, voice, and meaningful participation of people with IDD in decisions that affect their lives. Representation of the full spectrum of Kansans with IDD, including individuals who require 24-hour supports as well as those living independently in their communities.
