Eligibility for this award is limited to local entities, in accordance with the Automated Directives System (ADS) 303.3.6.5.c; see Section C of this Request for Applications (RFA).USAID intends to make an award to the applicant that best meets the objectives of this NOFO based on the Merit Review Criteria described in this RFA, subject to a Risk Assessment.
