USAID Global Development Alliance (GDA) Annual Program Statement is sponsored by U.S. Agency for International Development (USAID). The GDA APS invites organizations to submit concept papers for alliances that address development challenges, including those in Colombia. Successful alliances leverage resources from multiple sectors to achieve development outcomes.

S Agency for International Development (USAID), Bureau for Economic Growth, Education and Environment (E3), Private Sector Engagement Team, invites applications for Global Development Alliances (GDAs). Awards under this Global Development Alliance (GDA) Annual Program Statement (APS) are subject to 2 CFR 700 and 2CFR 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

The U.S. Agency for International Development (USAID) is committed to engaging and working with the private sector to determine how markets, market-based approaches, and private sector behavior can drive development outcomes, results and impact in an ongoing and sustainable manner. Private sector engagement is an official Agency Priority Goal and a core USAID Policy.

Consistent with USAID’s Private Sector Engagement Policy, the focus of this APS is proactive engagement of and collaboration with the private sector in the identification and definition of key business and development problems and opportunities; the development and co-creation of market-based and market-oriented approaches to solve those problems and seize those opportunities; and the facilitation and implementation of such approaches.

The GDA APS is designed to describe and provide a process through which the private sector, USAID and other organizations can work together to build Global Development Alliances (GDAs) that leverage private sector expertise to identify, develop and pursue market-based solutions to key development challenges.

In addition, this Annual Program Statement provides an opportunity for organizations to receive an award of USAID funding to support activity implementation under a GDA developed through this Annual Program Statement. Any award issued under this APS will be an assistance award, such as a cooperative agreement, fixed amount award, grant or other type of assistance award.

The GDA APS is not a Request for Applications (RFA) or a Request for Proposals (RFP). Instead, the GDA APS requests Global Development Alliance concept submissions. Based on those concept submissions, which must demonstrate extensive engagement of and co-creation with the private sector, USAID will determine whether to continue with the co-creation process set forth under this GDA APS.

Depending on the results of that process, USAID may request a full application from an appropriate partner in a proposed GDA or proceed directly to award. Closing Date: Aug. 31, 2023 (was Dec.

16, 2022) CALL FOR PARTNERSHIP CONCEPTS CREATING PRIVATE SECTOR-LED ECONOMIC OPPORTUNITIES FOR A HEALTHY, WELL-EDUCATED POPULATION AND IMPROVED WATER SECURITY, CITIZEN-STATE TRUST, AND PARTICIPATION OF WOMEN AND YOUTH IN JORDAN The purpose of this Addendum is to further encourage and facilitate partnerships with Jordanian private sector firms and to establish and describe criteria for partnering with USAID/Jordan.

USAID seeks to develop new and innovative public-private partnerships (GDAs) with the private sector1 that are based and built upon the complementary or overlapping interests and objectives of USAID and the private sector toward the achievement of the following Development Objectives (DOs): ● DO1: Inclusive Private Sector-Led Growth ● DO2: Jordan’s Ability to Improve its Water Security Strengthened ● DO3: Equitable, Democratic Governance Strengthened ● DO4: Human Potential Accelerated ● DO5: Agency and Leadership of Women and Youth Enhanced Concepts will be received and reviewed on a rolling basis.

APS-OAA-21-00001 Addendum: Accelerating Digital Gender Equality Closing Date: May 26, 2023 Pursuant to the Foreign Assistance Act of 1961, as amended the United States Government, as represented by, The United States Agency for International Development seeks to advance its efforts to facilitate the development of genderequitable digital economies.

Subject to the availability of funds, USAID may allocate up to $5,000,000 in fiscal year 2022 (FY22) funds to fund an award to launch this Fund. USAID may allocate up to $50 million total over 4 years toward such investments. USAID reserves the right to fund any or none of the application(s) submitted.

Overall Objective: Launch the Women in the Digital Economy Fund (Wi-DEF) — An acceleratortype platform to identify organization(s) that can (a) serve as host for, provide strategic direction and operationalize a fund to accelerate effective programming solutions (defined below); (b) bring other bilateral development agencies and private philanthropic foundations to the table to support the core resources of Wi-DEF, in consultation with USAID and BMGF; (c) be capable of facilitating dialogue among diverse stakeholders, including local organizations, watchdog groups, civil society organizations, universities, and companies; and (d) serve as a leading voice on evidence and effective approaches for advancing gender digital equality.

CALL FOR PARTNERSHIP CONCEPTS: ENERGY FOR PEACE (E4P): Energy Transition for PDETs Through this Addendum to the 2020-2023 Global Development Alliance (GDA) Annual Program Statement (APS) No. APS-OAA-21-00001 (the GDA APS), USAID/Colombia is making a special call for the submission of concepts focused on implementing, cofinancing, and sustainably operating an activity to support the energy transition for municipalities located in areas under the Rural Development Plan with Territorial Approach (PDET)1.

The Energy Transition for PDETs GDA falls under USAID/Colombia’s Energy for Peace portfolio, which has the objective of developing a model to provide reliable and financially sustainable electricity to producers, their communities, and key social services in strategically selected PDET municipalities.

Energy for Peace (E4P): Energy Transition for PDETs supports the planning, building, operation, and transfer of sustainable solar energy projects in conflict-affected communities in support of the peace accords. Energy Transition for PDETs aligns with U.S. and Colombian government energy transition efforts, aiming to provide clean energy to promote economic growth and development in select PDET communities.

More specifically, the activity seeks to strengthen the production, quality, incomes, and wellbeing of existing production clusters and their communities through the introduction of abundant and low-cost renewable energy and strengthening markets for their goods and services.

Working with the Government of Colombia, the activity has selected a portfolio of nine PDET production clusters and prepared technical and economic prefeasibility studies for each site. USAID is now looking to engage the private sector with a GDA co-creation process oriented to mitigating risks and increasing profitability to levels sufficient to attract experienced energy companies and investors.

A master plan has been prepared which details the opportunities and risks for each site and includes the results of the technical and economic pre-feasibility studies.

Through this E4P: Energy Transition for PDETs GDA Addendum, USAID/Colombia seeks to engage the private sector to co-create the model, co-finance, implement, and supply reliable and sustainable energy in the selected PDETs, based on a portfolio approach to operational efficiency, profitability, and risk management.

USAID intends to provide market-oriented capacity building to the clusters of producers and their communities in order to strengthen productivity and improve demand for their goods and services. Concept Papers must be submitted by July 7, 2023 , at 5:00pm (Bogotá time) in order to be considered under this Addendum.

CALL FOR PARTNERSHIP CONCEPTS: EMPOWERING WOMEN TO ADAPT TO CLIMATE CHANGE IN NORTHERN KENYA Concept submission Deadline: August 21, 2023 Through this Addendum to the 2020-2023 Global Development Alliance (GDA) Annual Program Statement (APS) No. APS-OAA-21-00001 (the GDA APS), USAID/Kenya & East Africa is making a special call for the submission of concepts focused on empowering women in northern Kenya to improve their resilience and adaptive capacity to climate change and its impacts.

Any GDA supported through this addendum should strengthen the entrepreneurial capacity of women, expand their alternative income generating activities; and create market linkages between the women-led enterprises in Northern Kenya and local, regional and international private sector actors.

The private sector will have the opportunity to partner in the co-creation and delivery of a high impact activity that will improve the well-being and prosperity of communities while reducing threats to biodiversity and strengthening the resilience of pastoral women and youth to the effects of climate change.

In addition to enhancing the resilience and adaptive capacity of women and youth in Northern Kenya to climate change, this activity will also be critical in addressing socio-cultural norms that often prevent women from actively engaging in income generating activities or seeking formal / informal employment and reducing the harmful effects of gender-based violence.
