Victim Service Providers How USAP Funding Supports Victims and Service ProvidersStandards of Care for Rape Crisis CenterLearn More About USAP FundingHow Funds May be Used The Utah Sexual Assault Program (USAP) provides state funding to address sexual assault across Utah. These funds are allocated by the State of Utah to strengthen services and improve how communities respond to sexual assault.
USAP funding helps build a coordinated response across the state so survivors can receive consistent, high-quality support no matter where they seek help. ## How USAP Funding Supports Victims and Service Providers A portion of USAP funding is designated to support state-identified Rape Crisis Centers, Sexual Assault Nurse Examiner (SANE) programs, statewide coalitions, and other priority areas identified each year.
By supporting these programs, USAP funding helps ensure survivors have access to advocacy, medical care, and other services that promote safety, healing, and recovery. ## Standards of Care for Rape Crisis Center Rape Crisis Centers funded through this program must provide the Five Standards of Care.
These core services ensure victims of sexual assault can access immediate crisis intervention, advocacy, and resources when they need them most, and that victims receive the same thorough, trauma-informed care no matter where they seek services in the state.
Read the full Standards of Care , opens in a new tab, opens in a new tab Programs eligible for Utah Sexual Assault Program (USAP) funding include Rape Crisis Centers, Sexual Assault Nurse Examiner (SANE) programs, and sexual assault coalitions. These program types are the priority for funding. If funding is available, other community-based organizations that provide services to sexual assault survivors may also be eligible.
Rape Crisis Center Eligibility The Department of Criminal Justice has adopted an administrative rule that outlines eligibility requirements for organizations seeking state funding as a Rape Crisis Center. The full administrative rule will be available soon. USAP funding must be used to support the direct response to and prevention of sexual assault.
Funds are intended to strengthen the work of frontline service providers and the organizations that support them. This funding may be used for activities that help victims receive services, improve community response, and support programs that assist survivors.
Program Services and Operations Funds may support the development and operation of sexual assault response programs, including activities that maintain core services and strengthen coordinated community response efforts. This may include program operations, response teams, public awareness activities, prevention efforts, and program evaluation.
Victim Services and Direct Assistance Funding may be used to provide direct assistance to survivors to help meet immediate or basic needs. This may include emergency financial assistance and support for essential needs such as housing, transportation, food, clothing, and childcare. Funds may support staff who provide sexual assault services or help maintain program operations.
This may include sexual assault advocates or coordinators, support staff who assist with services or outreach, therapy providers, administrative staff, and members of hospital or mobile response teams. Funding may also support on-call pay for Sexual Assault Nurse Examiner (SANE) or hospital response team staff.
Training and Professional Development Funding may support sexual assault–related training and professional development for staff and advocates to strengthen their skills and improve services for survivors. Travel and training costs may also be included when they support program activities.
Cultural and Community-Based Services Programs may support culturally responsive services and traditional healing activities that help meet the needs of specific communities and improve access to services for survivors.
