Utility Assistance Program - Chugach Electric Association is sponsored by Chugach Electric Association. The Utility Assistance Program provides assistance to qualifying Chugach Electric customers who may be facing financial hardship with delinquent electricity bills.

Human Services Division > Emergency Outreach Services​​ T​he Aging and Disability Resource Center collaborates with multiple organizations to provide assistance for individuals and families experiencing financial hardship. If you do not qualify ​or are denied for a program, our Resource Specialist will assist you with Options Counseling. Help from others is a valuable resource.

Emergency Solutions Grant Program ​​The Emergency Solutions Grant Program (ESG), previously the Emergency Shelter Grants Program within the McKinney-Vento Homeless Assistance Act , assists individuals and families with quickly regaining stability in permanent housing after experiencing a housing crisis and/or homelessness by providing services and financial assistance.

The Program is funded by the United States Department of Housing and Urban Development (HUD). To learn more about HUD's program, click here. Through the ESG Program, the Aging and Disability Resource Center (ADRC) offers rental deposits and arrearages (Eviction Notices, outstanding payments, etc.) Contacting the United Way of Anchorage, Alaska​ is the first step for rental assistance .

​ Call 2-1-1 or 1-800-478-2221, or email Alaska211@ak. org to connect with an Alaska 211 community resource specialist who will work with you to understand your need and pre-screen you for the ESG Program. The Municipality of Anchorage’s Homeless Prevention Program for rental assistance is open to all who meet the criteria.

Eligible participants must: be at imminent risk of homelessness, be considered to be homeless under other federal statutes; be fleeing/attempting to flee domestic violence; meet the criteria for being at risk of homelessness and have an income at or below 30% of median income; lack the resources or support networks to help them retain or obtain appropriate, stable housing.

​ Call the Aging and Disability Resource Center at (907) 343-7770 to obtain additional information about the application process and determine your eligibility for assistance. ​​Homeless Management Information System The Alaska Homeless Management Information System (AKHMIS) is used to connect people experiencing homelessness to the services they need.

The AKHMIS collects basic information about clients receiving services to get a more accurate count of individuals and families needing assistance. ​ The ADRC participates in the AKHMIS. Participants within the ESG Program have the right to refuse to have their data entered into the HMIS database.

Coins Can Count ​Program - Anchorage Water & Wastewater Utility ​ The Anchorage Water and Wastewater Utility's (AWWU) Coins Can Count Program provides assistance to qualifying AWWU members who may be facing a financial crisis and cannot pay their bill. It is a voluntary program AWWU customers may enroll in to make a positive change in their community.

​ Program participants’ monthly AWWU bills are rounded up to the next whole dollar, and that extra money is used to assist other AWWU customers in financial need. The average customer within the program contributes approximately $6 per year. Coins Can Count funds are used solely to pay for water and wastewater bills within the AWWU service area.

Utility Assistance Program - Chugach Electric Association The Utility Assistance Program provides assistance to qualifying Chugach Electric customers who may be facing financial hardship with delinquent electricity bills . This funding comes directly from Chugach Electric Association to help families and individuals that have received power shut-off notices.

The Aging and Disability Resource Center helps those requesting services as soon as possible. ​ In order to do that, the ADRC does not prioritize service regardless of situation . ​​ All requests are handled in the order they are received.
