Funded by the Bipartisan Infrastructure Law and managed through DOE’s Office of Fossil Energy and Carbon Management (FECM), the Carbon Utilization Procurement Grants program helps offset 50% of the costs to states, local governments, and public utilities or agencies to procure and use products developed through the conversion of captured carbon dioxide and carbon monoxide emissions.

The commercial or industrial products to be purchased and used under these grants must demonstrate a significant net reduction in greenhouse gas emissions compared to incumbent products via a life cycle analysis (LCA). LCAs are reviewed and approved by DOE’s National Energy Technology Laboratory (NETL).

The webinar will include information for product purchasers, product manufacturers and vendors, and information on how to compile and submit LCAs for review and approval. ### Dr. Joseph Stoffa Technology Manager National Energy Technology Laboratory Joseph Stoffa serves as a Technology Manager at the Department of Energy’s National Energy Technology Laboratory (NETL).

Joe is responsible for NETL’s implementation of the Carbon Conversion, Carbon Ore Processing, and Gas Hydrates programs, which support applied research and development through a mix of field work proposals, cooperative agreements, and grant programs. The Carbon Conversion program focuses on conversion of CO₂ into value-added products through chemical, mineralization, and biological pathways.

The Carbon Ore Processing program supports R&D to develop uses for coal and coal wastes that are outside of traditional thermal and metallurgical applications. The Gas Hydrates program supports the characterization of hydrate resources in permafrost and offshore regions and investigates their role in the global climate cycle. Joe has served at NETL for fourteen years as both a technology manager and federal project manager.

Joe holds a PhD in Chemical Engineering from West Virginia University. View Full Profile→ ### Michelle Krynock Senior Life Cycle Analyst National Energy Technology Laboratory Michelle Krynock serves as a Senior Life Cycle Analyst at the Department of Energy’s National Energy Technology Laboratory (NETL), as part of the life cycle analysis competency within the Strategic Systems Engineering Analysis directorate.

Michelle has been performing life cycle analyses (LCAs) at the lab for 9 years and has used LCA techniques for policy and regulatory support across numerous energy-related industries. She currently manages LCA projects in technological areas such as carbon conversion, carbon storage, critical minerals sustainability, and chemical production.

She is part of the Conversion and Products division, which focuses on the use and conversion of coal and waste gases to value-added products. Emily has prior experience in energy project development.
