VETERAN EMERGENCY ASSISTANCE FUND (VEAF) - American Legion 291 Veteran Emergency Assistance Fund ( VEAF ) The Veterans Emergency Assistance Fund (VEAF) is a rapid-response financial assistance program established by The American Legion Newport Harbor Post 291 in the fall of 2019.
The fund was created in direct response to growing requests for emergency support identified by the Department of Veterans Affairs and veteran service providers throughout Orange County. At the time of its creation, many veterans and veteran families were experiencing immediate crises involving basic needs, including auto repairs, utility support, rental assistance, security deposits, gas, and food.
These emergencies often required urgent action, yet traditional systems involved delays and administrative barriers. To address this gap, AL Post 291 established the VEAF to provide timely, flexible, and dignified assistance without unnecessary red tape.
This initiative aligns directly with The American Legion’s mission statement: “The mission of The American Legion is to enhance the well-being of America’s veterans, their families, our military, and our communities by our devotion to mutual helpfulness.
” Being the largest American Legion post in Southern California and one of the largest posts in the nation, the post began raising funds internally among Legionnaires and launched dedicated Memorial Day and Veterans Day fundraising campaigns. As a result, a substantial number of veterans and their families have been vetted and served through the VEAF.
The Post Service Officer, Cory Vigil, has served as the lead individual responsible for vetting veterans and assessing emergencies since the inception of the VEAF. Under this process, eligible veterans must have an honorable discharge and reside in Orange County. A VEAF application is completed, and all supporting documentation is verified to ensure appropriate and responsible use of funds.
In addition to emergency financial relief, the VEAF has helped homeless veterans and their families transition toward stability by providing immediate assistance and linking them to long-term service providers and resources for sustained support. All donations to the VEAF are maintained in a separate, restricted account and are used exclusively to provide financial assistance to qualified veterans, service members, and their families.
