Virginia Enterprise Zone (VEZ) | DHCD Virginia Enterprise Zone (VEZ) The Virginia Enterprise Zone (VEZ) program is a partnership between state and local government that encourages job creation and private investment.
VEZ accomplishes this by designating Enterprise Zones throughout the state and providing two grant-based incentives, the Job Creation Grant (JCG) and the Real Property Investment Grant (RPIG), to qualified investors and job creators within those zones, while the locality provides local incentives. Applications for the upcoming grant year, Grant Year 2025 (GY25) , are due April 1, 2026.
The EZ Application Submission Portal will be open for submitting GY25 applications from January 1, 2026 to April 1, 2026. For the Job Creation Grant , zone investors that created grant-eligible jobs anytime in calendar year 2025 (January 1, 2025-December 31,2025) that meet the other requirements are eligible for GY25.
For the Real Property Investment Grant , zone investors that received final placed-in-service documentation for qualified real property investments in calendar year 2025 (January 1, 2025-December 31,2025) are eligible for GY25.
