VOCA Grant Information | North Dakota Department of Corrections and Rehabilitation COSMOS Grant Management System Link COSMOS Training Instructions VOCA Assistance and Legendary Empowerment Grant Solicitations Legendary Empowerment Grant July to December 2026 Legendary Empowerment Grant We are thrilled to announce the Legendary Empowerment Grant, a groundbreaking initiative designed to revolutionize the way agencies across the state of North Dakota support and assist victims of crime.
A total of $100,000 will be awarded through the Legendary Empowerment Grant and the number of award recipients will depend on the quality and quantity of submissions received. We are seeking proposals from agencies that have visionary and tangible ideas for enhancing the services provided to crime victims. We encourage applicants to think outside the box and propose novel approaches that have the potential to make a significant impact.
Imagine the possibilities if your agency were granted an additional $10,000 to $20,000 in discretionary funds – what transformative changes could you bring about in the lives of victims? Applications must be submitted through COSMOS. The solicitation is open from April 1, 2026 through April 30, 2026 at noon.

Our goal is to ensure these resources reach organizations that make the greatest impact for victims of crime across our state. Funding decisions are guided by an objective formula that applies equally to all eligible applicants. This formula balances three key factors: Victims Served (50%) – Based on the number of victims supported during the most recent VOCA grant period.
Financial Need (30%) – Determined by the level of other funding sources available for victim services, as documented in the organization's application documents. Past Financial Performance (20%) – Measured by the accuracy and timeliness of past reimbursement requests and budget management o ver the previous grant cycle.
To ensure fairness, applicants are placed into categories (small, medium, or large) based on the number of victims they serve. This category system ensures that victim service providers of all sizes receive a proportional share of funds to sustain their vital local services, with the combined total equaling the full VOCA allocation for North Dakota.
This approach ensures accountability in how federal dollars are distributed, while helping victim service providers across the state continue their critical work in supporting survivors.
