What's New in RSA | Rehabilitation Services Administration RSA Reallots FFY 2026 Formula Grant Funds On September 2, 2026, RSA completed FFY 2026 reallotment for its formula grant programs authorized under the Rehabilitation Act: 15 VR agencies relinquished a total of $146,079,611 in FFY 2026 VR funds. This is a reduction of $50,453,030 when compared to the amount of FFY 2025 VR funds relinquished ($196,532,641).
After including the maintenance of effort (MOE) reductions from the FFY 2026 awards ($19,768,395. 00), the total reallotment pool was $165,848,006. Further, 26 VR agencies requested a total of $324,209,128 in FFY 2026 VR funds.
The amount of funds requested in FFY 2026 reallotment exceeded the amount of funds relinquished by $158,361,122. For specific results, please visit VR Program Reallotment . 12 VR agencies relinquished a total of $1,834,358.

When including the total Supported Employment FFY 2026 award funds that VR agencies did not accept ($1,269,793), the total Supported Employment reallotment pool was $3,104,151. Twelve VR agencies requested a total of $14,412,468 ($7,206,234 - Supported Employment A and $7,206,234 - Supported Employment B) in reallotment funds.

Two VR agencies relinquished a total of $226,000 in FFY 2026 OIB funds while 23 VR agencies requested $46,013,461 in reallotment funds.

As a result, RSA did not conduct reallotment for these programs. ED and DOL Share Plans for PY 2025 WIOA Performance Assessments On August 21, 2026, DOL and ED shared the upcoming PY 2025 performance assessments for the WIOA core programs and RSA issued FAQ 26-01 for the VR program. RSA Announces FFY 2027 and FFY 2028 Monitoring Reviews On August 10, 2026, RSA announced the vocational rehabilitation (VR) programs it will monitor in FFYs 2027 and 2028 in accordance with section 107 of the Rehabilitation Act. In FFY 2027, RSA will monitor Virginia-General, District of Columbia-Combined, North Dakota-Combined, and South Dakota-General.
In FFY 2028, RSA will monitor Wisconsin-Combined, Minnesota-General, Iowa-Blind, and Massachusetts-Blind. RSA’s goals for monitoring are to ensure compliance with statutory and regulatory requirements, support VR agencies in maximizing the use of funds, and foster continuous improvement in competitive integrated employment outcomes achieved by individuals with disabilities.
On August 21, 2026, RSA published the Monitoring and Technical Assistance Guide (MTAG) it will use in monitoring VR and Supported Employment programs during FFY 2027. The MTAG serves as a resource for VR agencies and RSA State Teams to assist in the preparation for and conduct of monitoring.
RSA’s goals for monitoring are to ensure compliance with statutory and regulatory requirements, support VR agencies in maximizing the use of funds, and foster continuous improvement in competitive integrated employment outcomes achieved by individuals with disabilities. RSA Announces FFY 2026 Formula Grant Reallotment On July 1, 2026, RSA announced that reallotment will be open from July 15, 2026, through Friday, August 14, 2026, for the following programs: State VR Services Program (ALN 84. 126A); Client Assistance Program (ALN 84. 161A); Independent Living Services for Older Individuals Who Are Blind (ALN 84.
177B); State Supported Employment Services (ALN 84. 187A and ALN 84. 187B); and Protection and Advocacy of Individual Rights (ALN 84.

RSA Publishes 60-Day Notice for RSA-911 Extension with Revisions In accordance with the Paperwork Reduction Act of 1995, RSA published a notice in the Federal Register on May 21, 2026, proposing to extend with revisions the Case Service Report (RSA-911) (OMB Control #: 1820-0508 ) for an additional three-year period.
The current RSA-911 expires on September 30, 2026, which occurs during Program Year (PY) 2026. If this RSA-911 revision is approved, VR agencies will collect and report data under this collection for Program Years 2027 through 2029. RSA’s proposed revision reduces the RSA-911 by 61 data elements.
As a result, the proposed revision consists of 255 data elements compared to the current version of the RSA-911 that consists of 316 data elements, a reduction of 19 percent. The public may comment on this proposal through July 20, 2026, and view related documents, including the proposed revisions to the RSA-911 and supporting statement at regulations. gov .
OSERS Announces New Leadership RSA is pleased to announce that Kelly Rogers has been appointed Deputy Assistant Secretary and Acting Assistant Secretary for the Office of Special Education and Rehabilitative Services (OSERS) within the U.S. Department of Education.
Acting Assistant Secretary Rogers is fully committed to upholding the mission of OSERS in clear alignment with Secretary McMahon’s priorities, including OSERS’ charge to empower states to lead educational efforts. Her commitment to this mission is informed by both her professional background and experience as a wife and mother of two, including an adult with autism.
For over 25 years, Acting Assistant Secretary Rogers has worked to advance outcomes for individuals with disabilities, including oversight of Florida’s Part C program of the Individuals with Disabilities Education Act, administration of Title V of the Maternal and Child Health Block Grant, and Director of Florida’s Division of Vocational Rehabilitation.
Acting Assistant Secretary Rogers will continue to advance adherence to statutory requirements, fiscal responsibility, transparency, delivery of evidence-based services, strong partnerships with states and stakeholders, and, above all, high expectations and improved outcomes for all individuals with disabilities.

RSA Seeks Public Comment on AIVRS and TA Center Extension with Funding On April 2, 2026, RSA published a Federal Register notice titled Proposed Waivers and Extensions: Project Period with Funding for the American Indian Vocational Rehabilitation Services Program (AIVRS) and the American Indian Vocational Rehabilitation Training and Technical Assistance Center (AIVRTTAC).
The U.S. Department of Education is proposing to waive the requirements in the Education Department General Administrative Regulations that generally prohibit project periods exceeding five years and project period extensions involving the obligation of additional Federal funds. The proposed waivers and extensions would enable 43 AIVRS projects (ALN 84. 250N) and the AIVRTTAC (ALN 84.
250Z), currently in their fifth year, to receive an additional year of funding during FFY 2027. RSA Presents at Spring 2026 Conferences in DC On April 1, 2026, RSA presented at the Spring Conferences of the Council of State Administrators of Vocational Rehabilitation (CSAVR) and National Council of State Agencies for the Blind (NCSAB) in Washington, DC.
On March 29, 2026, RSA also presented at the National Coalition of State Rehabilitation Councils and, on April 2, 2026, RSA presented on the Randolph-Sheppard program at NCSAB.
