The enactment of SCS SB613 in 2016 revised Missouri law to enable the Division of Fire Safety to provide grants to eligible Volunteer Fire Protection Associations (VFPAs) to offset or defray the cost of their Workers’ Compensation Insurance (WCI) policy premiums paid to provide this important coverage to their volunteer firefighters. Applicant eligibility and the distribution of funds under this program is governed by 287.
245 RSMO. Disbursements to applicant agencies are subject to the availability of funds. Under the program, eligible VFPA agencies may apply to the Division of Fire Safety for up to $2,000 in funding to offset or defray the cost of their WCI policy premiums.
The amount of funds an applicant agency is eligible to receive is based upon the number of volunteer firefighters which received “ workers' compensation benefits from claims arising out of and in the course of the prevention or control of fire or the underwater recovery of drowning victims in the preceding calendar year ” AND the actual cost of the WCI premium.
When funding is available, the grant award schedule shall be as follows: Associations with 0-5 claims shall be eligible for up to $2,000. Associations with 6-10 claims shall be eligible for up to $1,500. Associations with 11-15 claims shall be eligible for up to $1,000.
Associations with 16-20 claims shall be eligible for up to $500. Disbursements of available funding will occur on a first come, first serve basis upon approval of any submitted application while funds are available. The State of Missouri FY26 budget appropriation for this program was $200,000.

As of January 05, 2026, $27, 285. 00 in awards have been disbursed to a total of 16 agencies. Program Eligibility & Requirements Applicant agencies must meet the following eligibility requirements as provided by statute: Applicant agency must be a Volunteer Fire Protection Association, as defined in RSMO 320.

which have contracted with a political subdivision to respond to fires within the area of an association’s boundaries” . Applicant agency must have a Fire Department Identification Number (FDID) issued by the Missouri state fire marshal. Applicant agency must have completed and submitted a Fire Department Registration for the current calendar year, as required in RSMO 320.

gov Document Submission Requirements & Application Eligible applicant agencies must provide the following documents and/or information with their application: Proof of Policy: The following documentation must be provided to verify the existence and type of the Workers’ Compensation Insurance policy being submitted to determine eligibility. Copy of the Policy Declaration page.
The “Policy Dec” page is typically the top page or two of the policy document as provided to the agency. It says “Policy Declaration” at the top of the page. This document contains the insurance company’s name, policy number, the premium cost for the policy period, and the effective dates of coverage for the policy.
Loss Report: This document is typically available upon request from the insurer or their agent. It must cover, at a minimum, the entirety of the calendar year prior to that in which the application is submitted.
For instance, if an application is submitted during calendar year 2026 (January 1, 2026, through December 31, 2026), the Loss Report must at least cover January 1, 2025, through December 31, 2025, to meet the program requirement. Proof of Payment : Proof of payment of the policy premium fees is required.
Submission of one of items listed below will satisfy this requirement Receipt/Paid Invoice: A copy of the receipt showing payment of the premium fees.
If a receipt is not available, the following items can be submitted in lieu of a receipt for payment: A copy of the relevant portion of a bank statement showing that payment of the premium fee was processed (must include check number or transaction number and date of payment/processing), OR A letter from your insurance carrier/agent stating that the payment has been received.
If a letter is submitted, it must contain the following information: Name of the insurer/insurance company. Name of the insured party (fire department name). Policy period and effective dates of the policy.
Amount of the policy premium. Date payment of the policy premium fees was received. Method of payment of the policy premium fees (cash, check, credit card, etc.).
ATTENTION APPLICANTS: Please ensure that you have all required documentation prior to beginning the application process. Once an application is received by the Division of Fire Safety, it will be reviewed for completeness and compliance with the program’s requirements. Applications which meet all program requirements will be approved and processed for payment.
Any applicant agency whose application does not meet all grant program requirements at the time of submission will be contacted by the Division of Fire Safety notifying them of any issue which needs to be resolved to continue reviewing and processing the application.
