The Washington Department of Commerce is issuing this Request for Proposals (RFP) to find qualified organizations to provide training and technical assistance for Washington’s Weatherization Assistance Program (WAP). The selected provider will help ensure the program meets the requirements set by the U.S. Department of Energy (DOE) and the U.S. Department of Health and Human Services (HHS).
The work must also meet or exceed the minimum standards in the DOE Quality Work Plan (QWP). Commerce has budgeted an amount not to exceed $407,678 for this project. If more funding becomes available during the contract period, we may update the contract to include additional related services.
However, additional funding is not guaranteed. Licensed to do business in Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor. Five years of experience in delivering training in the WAP network.

Proposals must be submitted electronically as an attachment to an email to the RFP coordinator. Attachments should be submitted in Microsoft Word format or PDF format. Zipped files cannot be used for proposal submission.
The submittal letter and the certifications and assurances form must include a scanned or digital signature from someone authorized to legally commit your organization to the proposal. Commerce is not responsible for issues with the proposer’s email. If Commerce’s email system is not working, we will make appropriate accommodations.
