#### Water Quality Planning 604(b) Grants **October 17, 2025 Update:** The New Hampshire Nonpoint Source Management Program is pleased to share that the Water Quality Planning 604(b) Grants 2026 Request for Pre-proposals is now available for water quality planning projects. Approximately $180,000 is available in competitive, statewide funds to address water quality planning.
Applicants are **required** to contact a NHDES Project Manager to conduct a pre-proposal consultation prior to**November 14, 2025**. The pre-proposal submittal deadline is **4:00 PM on December 5, 2025**.
* 2026 Water Quality Planning 604(b) Grants Information Package * 2026 Water Quality Planning 604(b) Grants Pre-proposal Application Section 604(b) of the Environmental Protection Agency (EPA) Clean Water Act requires funds to be allocated for conducting water quality planning, including: determining the nature, extent and sources of water quality problems across the state, as well as identifying nonpoint source management measures needed to help meet water quality standards.
Eligible projects that address water quality concerns may include but are not limited to: developing watershed-based plans in accordance with EPA criteria requiring nine mandatory elements (a) through (i) for watershed-based plans; developing corridor management plans for designated rivers; conducting monitoring to address specific water quality concerns; planning stormwater retrofits to address water quality impairments; planning green infrastructure projects that manage wet weather to maintain or restore natural hydrology; and working with municipalities committed to adopting specific model ordinances and/or meeting regulations (NH MS4 Permits) to address priority water quality planning concerns.

Parkland Acquisitions and Renovations for Communities (PARC) Grant Program is a grant from the Massachusetts Executive Office of Energy and Environmental Affairs that funds the acquisition and development of public parkland and outdoor recreational facilities. Northern California Environmental Grassroots Fund is a grant from Rose Foundation for Communities and the Environment that funds small and emerging grassroots organizations in California building climate resilience and advancing environmental justice. The fund prioritizes groups rooted in historically marginalized communities, including BIPOC, frontline, and low-income populations, with strong advocacy, organizing, and outreach components.
