WorkClean: Diesel Modernization Program

WorkClean: Diesel Modernization Program is sponsored by NJ Department of Environmental Protection. This program is a diesel replacement program for New Jersey municipalities and private entities. Applicants can apply for a rebate of up to 40% off the cost of replacing their existing diesel equipment with newer equipment of a similar size.

To provide funding for both diesel-to-diesel and diesel-to-electric projects designed to improve air quality, especially in areas that do not meet the national air quality standards. Older, low-quality diesel vehicles and equipment operating in the State contribute heavily to air pollution, negatively affecting the health of our residents, particularly in overburdened communities.

Diesel engines emit a complex mixture of air pollutants, comprised of both solid and gaseous material. The visible emissions you can see in diesel exhaust are known as particulate matter. These include many carbon particles (also called soot), as well as gases that become visible as they cool.

Diesel particulate matter (diesel PM) has been identified as having the potential to cause cancer, as well as many other adverse health effects. In addition to particulate matter, emissions from diesel-fueled engines include over 40 other cancer-causing substances. The Bureau of Mobile Sources’ Diesel Modernization Program is primarily a **diesel replacement program.

**This program utilizes State and Federal funding to replace both marine engines and non-road diesel vehicles – anything from ferry vessels to backhoe loaders and bulldozers. Contingent upon open solicitations, the program also works with both municipalities and private entities to electrify on-road diesel vehicles, such as school buses, garbage trucks, and port equipment.

Applicants who previously submitted a project proposal as a Rolling Admission and have not been awarded may modify and resubmit their proposal, if necessary, during an open competitive solicitation period to meet the solicitation’s requirements. Program staff will reach out within 5 to 10 business days after submittal of your project proposal to let you know the status and if additional information is needed.

**Submittal of a project proposal does not guarantee that it will be selected for funding. ** Eligibility varies by funding source, but a ll types of applicants may potentially be eligible and are encouraged to apply:b usinesses, governments, non-profit organizations, educational institutions and Metropolitan Planning Organizations (MPOs).

**QUALIFICATIONS REQUIRED FOR CONSIDERATION** This is a replacement program:Entities submitting a project proposal must in clude details of current ly owned vehicles/equipment in their fleet that they wish to replace via decommissioning. In addition, the vehicl e type and Gross Vehicle Weight Rating (GVWR)/C lass of the new vehicles/equipment being purchased must be similar to those being decommissioned.

Limitations vary according to funding source. If your submitted project proposal is selected for funding, program staff will provide you with the detailed limitations and other requirements that are applicable to the available funding source your project is matched to. This is a reimbursement program: Funds will only be disbursed after the project has been completed and fully paid for by the applicant.
