Workforce Competitiveness Trust Fund (WCTF) (Massachusetts)

Workforce Competitiveness Trust Fund (WCTF) (Massachusetts) is sponsored by Massachusetts Executive Office of Labor and Workforce Development (administered through regional MassHire Workforce Boards). Also known as the Senator Donnelly Grant, this state grant funds CDL training cohorts through regional MassHire Workforce Boards.

It aims to train and place commercial drivers, with some cohorts covering tuition entirely and partnering with employers for interviews.

For the Learn to Earn Initiative to be administered jointly by an interagency workgroup including the executive office of labor and workforce development, executive office of education, executive office of economic development, executive office of health and human services, Massachusetts department of transportation and executive office of public safety and security; provided, that funds may be transferred to the Workforce Competitiveness Trust Fund established in <a href="https://malegislature.
