The program supports students pursuing career technical education, certificate, and apprenticeship programs. It helps learners stack credentials, gain specialized skills, and improve economic mobility while strengthening California’s workforce. Eligible programs must be between 150 and 599 clock hours and run for 8 to 15 weeks, with the goal of helping students quickly gain skills for high‑skill, high‑wage, in‑demand careers.

Unlike traditional Pell Grants, Workforce Pell can be used by students who already hold a bachelor’s degree, as long as they do not possess a graduate degree. Award amounts are prorated based on the length of the program. For colleges, this creates a powerful opportunity to expand access, improve outcomes and strengthen workforce pipelines.

For employers, it supports a more prepared and credentialed talent pool to meet California’s evolving labor market needs. Workforce Pell is designed to expand access to fast, affordable pathways that lead directly to high-demand careers while also supporting long-term credential and degree attainment.

##### **CSAC’s Role in Workforce Pell Eligibility** The California Student Aid Commission (CSAC) is responsible for determining programs eligibility for Workforce Pell (WFP). CSAC reviews applicant from institution, verifies program eligibility requirements, and confirms that programs meet all state and federal requirements to receive WFP support.

##### **Student Eligibility** Students, including those with a bachelor's degree, may receive financial support for career training at any age if income and program requirements are met. To qualify, students must: * Enroll in a short‑term training program approved by the State of California. * Cannot be currently enrolled in a bachelor’s or higher‑level degree program.

* Must have a high school diploma, GED, or equivalent. * Must be a U.S. citizen or eligible non‑citizen. * Meet federal requirements for Pell, as determined by the FAFSA.

##### **Program & Institution Eligibility** Higher education institutions must meet state and federal eligibility criteria to offer Workforce Pell programs. To qualify, programs must: * Have been in operation for at least one year as of June 30, 2026. * Be approved by the State of California.

* Be 8-15 weeks long (150–599 clock hours). * Be offered by a Title IV eligible, accredited institution (not correspondence, study abroad, or direct assessment). * Align with California’s high-wage, high-skill, or in-demand occupations .
