S Department of Labor (DOL) U. S Department of Labor (DOL) - Home Bureau of Labor Statistics (BLS) – Nevada 2023 The Nevada Governor's Office of Energy (GOE) is actively working towards establishing innovative, effective, and equitable workforce in the energy efficiency sector statewide. This will be achieved through stakeholder engagement, collaboration, public and private partnerships, and the pursuit of federal funding.
As the fifth fastest-growing state in the nation, Nevada is experiencing a surge in workforce demand. According to the 2023 U. S Energy and Employment Report (USEER) produced by the U.
S Department of Energy (DOE), the State of Nevada is leading in job growth at a rate of nearly 7% with a total of 12,173 energy efficiency jobs. Workforce development programs supported by the GOE seek to address energy specific challenges faced within the energy efficiency sector.
Challenges include but are not limited to, new and existing skilled labor industry staffing shortages, the development and expansion of educational pathways, as well as essential recruitment and retention. The GOE fosters workforce development and economic growth by supporting energy workforce programs throughout the state.
Section: State Energy Program - Energy Workforce Development (SEPBIL) Purpose: The GOE will maximize funding to implement an equitable, data-informed, and community-led clean energy workforce development program throughout the State of Nevada aimed at providing in-demand training and workforce development within communities most in need.
Starting November 2024, a 6-month Gap Analysis and Feasibility study will be conducted to accomplish the following objectives: 1. To identify communities within the state that qualify as DAC's. 2.
To gain understanding of the workforce available within DAC's compared to the needs; 3. To identify the specific training and workforce needed; 4. Other items as determined during the development of the Notice of Funding Opportunity.
The GOE will initiate community outreach by engaging with stakeholders to gather valuable input during the development of the Notice of Funding Opportunity (NOFO). The GOE will release a Notice of Funding Opportunity (NOFO) which will be issued quarterly until all funds allocated to the SEPBIL workforce program have been expended and/or federal funding period of performance closure.
Infrastructure Investment and Jobs Act (IIJA) Section: 40503 Energy Auditor Training Grant Program - Commercial (EAT-COMM) Purpose: To support infrastructure development and the long-term value of a clean energy workforce by training individuals to conduct energy audits and/or surveys of commercial buildings.

In addition to providing states the opportunity to develop and implement workforce training programs for residential efficiency projects, workers trained in TREC program should be well prepared to implement the Home Energy Rebate Programs.
