Request for Proposals (RFP) RFP: Programmatic environmental impact statement for transit-oriented development The goal of this project is to issue a statewide programmatic EIS that proves useful to jurisdictions evaluating zoning changes and related issues for transit-oriented development projects.
Notice of Funding Opportunity (NOFO) Apply now: Connecting Housing to Infrastructure Program (CHIP) accepting applications for up to $31 million in grant funding CHIP helps local governments encourage the creation of affordable housing by reducing or covering the cost of infrastructure associated with development. Competitive grants of up to $2 million are available.
Notice of Funding Opportunity (NOFO) Apply now for Permit Review Process Update grants Grants of up to $75,000 are available to help local governments improve permit review timelines. Notice of Funding Opportunity (NOFO) Periodic update grants available for 2027 jurisdictions Counties and cities with a 2027 periodic update deadline are eligible to receive periodic update grants.
Status: Closed for fiscal year 2026 Counties and cities planning under the Growth Management Act (GMA) are required to complete periodic updates to their comprehensive plans and/or development regulations as outlined in RCW 36. 70A. 130(5) .
Periodic update grants provide funding to assist cities and counties in meeting these requirements. Counties and cities automatically become eligible for funding based on the due date of their periodic update. Award letters detailing award amounts and application instructions are sent to eligible jurisdictions two years before their periodic update due date.

gov . Connecting Housing to Infrastructure Program Status: Open, applications due July 2026 The Connecting Housing to Infrastructure Program (CHIP) funds utility connections for affordable housing. By covering the upfront costs of infrastructure and connecting housing to municipal systems, the program helps bring more affordable housing units online.
CHIP is accepting applications until Sept. 30. See the Open Opportunities section of this page for application materials and information.

Permit review process grants Commerce will soon offer a new round of grants to help local governments improve permit review timelines. Grants of up to $75,000 will be available to all Washington towns, cities and counties on a first-come, first-served basis.

Defense Community Compatibility Account The Defense Community Compatibility Account (DCCA) supports compatible land use and necessary infrastructure near military installations in Washington.
The program provides a framework for evaluating and prioritizing projects that enhance the economy, environment and quality of life opportunities for local communities affected by the presence of military installations.
Applicants must be local governments, federally recognized Indian tribes or other entities in an agreement with a state military installation under the U.S. Department of Defense (DOD) Readiness and Environmental Protection Integration Program. Salmon recovery through local planning grant Commerce developed the Salmon Recovery through Local Planning grant program to support local governments and tribes working on salmon recovery and to further the Governor’s Salmon Recovery Strategy.
The funding provided through this program comes from the Climate Commitment Act and supports updates to comprehensive plans and development regulations focused on protecting ecosystems, improving water quality and improving vital salmon habitat.
