NSF Just Merged Atmospheric, Geospace, Earth and Ocean Science Into One $110 Million NOFO — With No Deadline and No Submission Cap

Academic PIs in atmospheric, geospace, earth and ocean sciences now have a single door into NSF's geosciences portfolio: Grants.gov opportunity 363684 posts NSF 26-516 (GEO Core) with $110 million anticipated across 200 to 350 awards and no deadline at all.
One Directorate, One Filing Address, $110 Million
The record at Grants.gov opportunity 363684 is deceptively thin. Assistance listing 47.050. Grant instrument. Cost sharing: false. Award ceiling: none. Award floor: none. Close date: August 21, 2076 — a placeholder the system requires, with the actual instruction sitting in the response description field as three words: proposals accepted anytime.
Underneath that is the consolidation. NSF 26-516 folds what used to be a scattered set of separately managed Directorate for Geosciences solicitations into three named programs under one NOFO: Atmospheric and Geospace Sciences (AGS), Earth Sciences (EAR), and Ocean Sciences (OCE). Everything from mesoscale convection to solar wind coupling to critical-zone hydrology to deep-sea biogeochemistry now arrives through the same front entrance and gets routed internally.
The money is real but not enormous relative to the surface area it covers. $110 million anticipated, 200 to 350 awards. Run the arithmetic and the implied average total award lands somewhere between roughly $315,000 and $550,000 — and NSF simultaneously "encourages proposals requesting up to five years of support" for ambitious work. Those two facts are in tension. A five-year project at the middle of that range is a $90,000-a-year award. That is one graduate student and a modest field budget, not a ship day. PIs writing to the five-year invitation without reading the award-count arithmetic are going to write budgets the program cannot fund at the number of awards NSF says it intends to make.
The solicitation was released by NSF on August 17, 2026 and synced to Grants.gov on August 21. It is one of twelve foundational-research NOFOs NSF pushed out that week, collectively described by the agency as over $1.5 billion.
The Sorting Rule NSF Handed Back to You
Here is the sentence that will decide more GEO Core outcomes than any budget justification: "In cases where projects span multiple programs, investigators should select the program that best aligns with the project's primary focus."
That is the entire routing guidance. NSF consolidated the paperwork and delegated the triage.
For most of the geosciences this is fine, because most geoscience proposals have an obvious home. But the interesting work — the work GEO Core says it wants, "intellectually ambitious and potentially transformative" — is exactly the work that does not sort cleanly. Air-sea flux sits between AGS and OCE. Coastal sediment transport sits between EAR and OCE. Space-weather effects on the upper atmosphere sit inside AGS but touch instrumentation communities that historically funded elsewhere. Paleoclimate sits across all three depending on which archive you are reading.
Under the old structure, a misfiled proposal got noticed at the division level and often quietly rerouted, because the divisions were the organizing units and each ran its own solicitation. Under a single directorate-wide NOFO with three programs and no deadline, the routing decision you make on the cover page determines which program officer owns the proposal, which panel or ad hoc reviewers see it, and against which portfolio it gets weighed. Nobody is going to tell you that you picked the wrong one. You will simply get reviews from the wrong community.
The practical move: contact the cognizant program officer before you submit, not after. NSF published contacts by subdiscipline on the 26-516 page — atmospheric sciences, geospace sciences, life and environments through time, structure and physics of the solid Earth, water/landscape/critical zone, chemical evolution and volcanology, and the ocean-science subdisciplines. With no deadline forcing a stampede, program officers actually have time to answer a two-paragraph fit email in August that they would never have answered in the week before a hard November target. Rolling submission makes pre-submission contact cheaper, and almost nobody is going to exploit that.
Why GEO Core Is the Loosest of the Twelve
The directorates did not converge on one design. They each picked different constraints, and the differences matter more than the shared "accepted anytime" headline.
GEO Core: $110 million, 200–350 awards, no award ceiling, no award floor, and — stated flatly in the solicitation — "there are no restrictions or limits" on the number of proposals per PI, co-PI, or organization.
Core Research in Biological Sciences (BIO Core, NSF 26-517): $280 million, roughly 300 awards, and an award floor of $500,000. A floor is a filter. It tells you small exploratory work belongs somewhere else in the BIO portfolio.
MPS Chemistry Research Programs (MPS Chem, NSF 26-519): $150 million, and a hard cap on how often senior personnel can appear on submissions — the quota structure we broke down in our analysis of the NSF 26-519 two-proposal annual cap. Chemistry removed the deadline and replaced it with a submission budget.
So three directorates, three different rationing mechanisms for the same problem: what stops a no-deadline program from drowning in volume? MPS rations submissions. BIO rations by award size. GEO rations nothing.
That is a genuine, temporary, exploitable asymmetry for geoscience PIs. You can submit a proposal in September, get declines in February, revise against the actual reviews, and resubmit in March — with no annual quota consumed and no calendar to wait for. A chemistry PI in the same position has burned one of a very small number of annual slots. If you have two credible projects, GEO Core lets you run both.
Treat this as a window, not a permanent feature. Unlimited submission against a fixed $110 million is unstable by construction. If volume spikes in year one, the correction in NSF 26-5xx's successor will look like MPS Chem's — a per-PI cap — or like BIO Core's floor. The PIs who benefit are the ones who submit while the door is still this wide.
What Rolling Submission Actually Changes in a Lab
For anyone who has organized a career around NIH standard due dates — the fixed February, June, and October cycles, with council rounds and a known clock from submission to award — "accepted anytime" is not a small administrative tweak. It removes the external forcing function that made proposal writing happen.
Deadlines are a coordination device. They synchronize your co-PIs, they give your department administrator a reason to prioritize your budget, and they generate the deadline-eve adrenaline that finishes documents. Delete the deadline and the proposal competes directly with teaching, fieldwork, manuscripts, and every other item that does have a date attached. The predictable failure mode of a no-deadline program is not rejection. It is a strong proposal that stays 80% finished for eleven months.
The second change is queue dynamics. Review under rolling submission is not instantaneous; it is scheduled internally, and the honest planning assumption is that time-to-decision becomes less predictable than it was under fixed panels — earlier in the fiscal year is generally better than later, because a $110 million pool spends down. If you have a project ready, ready in the fall is worth more than ready in the summer.
The third change is competitive: fewer people at your submission moment, but more people over the year. You are no longer competing against everyone who hit the same November target. You are competing against the running portfolio a program officer is building. That rewards fit, program-officer contact, and clean routing — exactly the three things GEO Core made your responsibility.
The Title That Changed Between Revisions
One detail worth noting, visible only in the Grants.gov revision history: revision 0 of this opportunity was titled "Geosciences Research: Advancing Knowledge, Driving Economic Growth, and Enhancing National Security (GEO Core)." The current revision 2 title is "Geosciences Core Research: Atmospheric, Geospace, Earth and Ocean Sciences (GEO Core)."
The framing moved from economic-growth-and-national-security language to a plain description of the three scientific programs. The synopsis reinforces the same posture: proposals "need not promise a near-term product, deployment, or commercial outcome, nor need they address later-stage development to be competitive." Merit review remains the two standard National Science Board criteria — Intellectual Merit and Broader Impacts.
Take that at face value when you write. GEO Core is asking for foundational science, and it has said in two separate places that you do not need to bolt on a translational epilogue to be competitive. Proposals that spend a page manufacturing an economic-impact narrative are spending a page they could have spent on the science.
Your Next Two Weeks
Do three things. First, decide your program — AGS, EAR, or OCE — and write one sentence justifying it; if you cannot, your proposal spans programs and you need a program officer's read before you submit. Second, email that program officer now, while the no-deadline lull means they can answer. Third, size the budget against 200–350 awards on $110 million, not against the five-year encouragement.
Then find the rest of what fits.
