Here is the paradox at the center of American biomedical research in 2026: the National Institutes of Health has roughly the same amount of money it had last year, and it is funding far fewer scientists. Congress appropriated $47.2 billion to NIH for fiscal 2026 — essentially flat, not a cut. And yet, by the end of February, the agency had issued 66% fewer competitive grant awards than its average for the same period across fiscal years 2021 through 2024, according to reporting compiled by the Association of American Universities. The monetary value of awards was down 54% against that same baseline. As of late May, NIH grant awards were still running roughly 48% below historical norms.
A budget that holds steady while grantmaking collapses is not a funding story. It is a plumbing story. The money exists; it is not reaching laboratories. For any researcher, department administrator, or research-dependent nonprofit, understanding why the pipeline seized up is the difference between waiting for a thaw that may not come on your timeline and building a funding strategy that survives it.
The numbers, and why they're worse than a headline cut
Consider what a flat budget with a two-thirds drop in awards actually implies. The dollars appropriated by Congress do not disappear — they either get obligated later in the fiscal year in a compressed rush, get concentrated into fewer and larger multi-year commitments, or sit unobligated. Reporting through the spring pointed to all three dynamics at once.
The success-rate data tells the human side. In FY25, only 17% of applicants received awards — the lowest success rate in 30 years. For early-stage investigators, the picture was starker still: their success rate fell to 18.5%, down from 29.8% in FY23. That is nearly a halving of the odds for exactly the cohort — new faculty, first-time principal investigators — whose careers are most fragile and most dependent on that first R01 landing on schedule. Why the money isn't moving
The slowdown is the product of several compounding failures rather than a single decision. Reporting identifies a convergence of administrative disruption and structural policy change.
Administrative and operational disruption:
- Funds were held. OMB held appropriated NIH funds until March 16, 2026, delaying the agency's ability to obligate money early in the fiscal year.

- NOFOs collapsed. This is the single most telling data point. Only 14 Notices of Funding Opportunity were published by March 15, 2026, versus 756 in all of 2024. NOFOs are the doors through which applications enter; if the doors aren't opened, applications can't be submitted, and awards can't follow 12 to 18 months later. The 2026 NOFO drought is a leading indicator of a 2027 award drought.
- Political sign-off was added. New requirements route NOFOs through political-appointee approval before publication — a step that did not previously gate routine funding announcements and that structurally slows the pace at which opportunities reach researchers.
- Funding is concentrating. The agency has leaned toward multi-year funding concentration — committing to fewer recipients with larger, longer awards. That reduces the number of "shots on goal" the research enterprise gets each year.
Put together, this is not a temporary cash-flow hiccup. 1. Widen the federal aperture beyond NIH. Biomedical and health-adjacent research has more than one federal patron. That means keeping specific aims warm, biosketches current, and institutional sign-offs pre-cleared — so that a 14-NOFO year doesn't become a zero-application year for your lab. NIH is not out of money. It is, for now, out of throughput — and the 2026 NOFO drought all but guarantees the award slowdown extends into 2027 regardless of what the topline budget says. For researchers, the correct response is neither panic nor patience.
