New York Department of State Office of Planning, Development & Community Infrastructure Brownfield Opportunity Area Program 2026-2027 Request for Applications #26-BOA-19 The responses to questions included herein are official responses by the Department of State (DOS) to questions submitted by potential applicants and are hereby incorporated into the Brownfield Opportunity Area Program (BOA) Request for Applications (RFA) #26-BOA-19 issued on June 1, 2026.

gov/2026-2027-brownfield-opportunity-area-program-0 Q1. Is a municipality permitted to apply for a property that is privately owned ? This would be an application for design/engineering/environmental review.
The property owner would contribute the required 10% match. A1. The municipality is permitted to apply on behalf of private -property owners for pre - development and Phase II environmental site assessment activities that are specific to a site within a designated BOA.
The municipality remains responsible for meeting State contract requirements, including procurement, MWBE compliance, reporting, and all other contract requirements. The grant would reimburse 90% of eligible project expenses. Q2.
Our town has two locations that were previously gas stations. All structures have been removed from the properties, and they have sat vacant for over a decade. The properties are located on our main commercial corridor.
The County is hesitant to take possession of the properties due to the environmental status, so we are at a standstill with redevelopment. Where should we start to improve these properties for future recreation or business? A2.
The Brownfield Opportunity Program offers grants to help communities conduct an area -wide planning effort where there is a concentration of vacant, abandoned, underutilized, and brownfield properties with the goal of returning these properties to productive use. Through a BOA Planning effort, these sites can be identified and analyzed for future redevelopment potential.
If these sites are located in a previously designated Brownfield Opportunity Area boundary, they would be eligible for future Phase II Environmental Site Assessment and Predevelopment Activit y funding. For more detailed information please refer to Section IV, Eligible Activities in the RFA. Q3.
Appendix 1 (page 20) mentions MWBE participation. My company is a certified MBE that has worked on BOA studies (housing and economic studies, economic impact analysis, etc.). Will a list of prospective prime contracts be made available so that MWBEs can connect with them?
A3. A list of awards made through this RFA will be included in the REDC 2026 Award Booklet, which will be posted on https://regionalcouncils. ny.
gov/ once available. RFPs for consulting services will be released by individual grantees following award. Q4.
We submitted a BOA grant application last year. We may be interested in re -submitting and wanted to know if we are still eligible for consultation about last year’s application? Do you know who we may contact about this matter?
A4. Applicants whose application were not funded were provided with information about requesting a debriefing in their non -award letter.
