AFOSR distributes its basic research program investment through 1,200 grants at over 200 leading academic institutions worldwide, 100 industry-based contracts, and more than 250 internal AFRL research efforts. With its staff of highly trained scientists and engineers, AFOSR manages the Air Force basic research program via three key partnerships.

AFRL released an updated Broad Agency Announcement on 1 July 2026 titled Artificial Intelligence and Next Generation Distributed Command and Control, aimed at the problem of applying AI to Department of the Air Force and Joint Force command and control across strategic, operational, and tactical levels. The stated goal is enabling decision makers to assess the battlespace effectively, rapidly explore, create, and select the best plan, and direct and monitor forces at pace and scale in a distributed setting - which is to say the target is decision-support and planning AI rather than perception or platform autonomy. Technical areas span federated AI deployment across distributed nodes, software-defined command and control, collaborative autonomy, AI-assisted battle management, and the orchestration of AI at pace and scale. One technical area is distinctive and worth flagging for proposers: the BAA explicitly calls out adversary AI considerations in planning and execution, meaning research on how an opponent's AI systems shape friendly planning is in scope, not just friendly-side capability. The distributed and collaborative C2 emphasis - operations anywhere and anyplace - reflects the Air Force's move away from fixed air operations centers toward disaggregated command structures resilient to attack. This is a long-horizon, open BAA rather than a single-deadline competition: the announcement is scheduled to close on 30 August 2028, and for best funding consideration in FY28 white papers are due by 15 March 2027. AFRL BAAs of this type operate in two steps, with white papers submitted first and formal proposals accepted by invitation only, so the white paper is the real gate. AFRL did not publish a funding ceiling in the announcement summary; applicants should verify award structure against the full BAA on SAM.gov.
The Air Force Research Laboratory's Multi-Spectrum Defensive Electronic Warfare (MSDEW) Advanced Research Announcement funds development of next-generation electronic warfare, multi-spectral sensor fusion, and AI-enabled autonomous defensive systems that protect aircraft and platforms across contested electromagnetic environments. Individual awards range from $20 million to $100 million, with rolling submissions open through July 13, 2027, supporting adaptive machine-learning-driven threat detection, countermeasures, and autonomous operations.
