By providing steady and ongoing funding for the core operations of the Seascape, the Blue Abadi Fund aims to ensure that the results of the Bird’s Head Seascape endure in perpetuity: “Abadi” means forever in Indonesian.
Empowered West Papuan communities, governments and local partners protect their critical coastal and marine ecosystems, thereby protecting the single greatest reservoir of tropical marine species on the planet, while enhancing food security, livelihoods and their traditional way of life.

Facing threats from overfishing and destructive fishing, largely by foreign boats, the communities of the Bird’s Head Seascape teamed up with local and national governments as well as more than 30 other partners to protect this global treasure forever. Illegal fishing by outside poachers is down Together, this coalition of partners have reversed the decline, building a network of 12 ecologically connected, multiple-use marine protected areas (MPAs) covering 3. 6 million hectares (9 million acres). Patrols in the MPAs have significantly reduced illegal fishing, leading to coral recovery, rebounding fish populations and stronger food security.
But the work is not done. Larger fish stocks — especially sharks — within the MPAs are becoming an even greater target for poachers. In addition, increasing threats from land-based development, pollution and climate change present new challenges.
Around the world, there are many examples of conservation gains lost when project funding ceased. The Blue Abadi Fund was created to ensure that the Bird’s Head Seascape will be protected forever.
Funds are exclusively available to local Indonesian institutions operating in the Bird’s Head Seascape and will be disbursed to: Support the effective co-management and enforcement of the Bird’s Head Seascape network of 12 marine protected areas.
Mobilize and empower a network of local civil society organizations in the Bird’s Head Seascape to complement government-mandated conservation efforts through: environmental education and community outreach; improved monitoring; sustainable development of coastal livelihoods; and stronger networking, coordination and capacity development of Seascape stakeholders. The Blue Abadi Fund will have two granting tracks, a primary granting facility and INOVASI, a small grants facility to support smaller local West Papuan organizations actively participating in the conservation and sustainable development of the Seascape.
Securing the long-term benefits and financial sustainability of the Bird’s Head Seascape will be achieved through diversified revenue sources including government allocations, visitor fees, local financing mechanisms, and local fundraising. Over 70% of costs are already secured through local sources, with the largest contributor being the government itself. While these local funding commitments are remarkable, a gap does remain.
Together, the Bird’s Head Seascape coalition and the West Papuan regional government established the Blue Abadi Fund to fill the remaining gap. The Fund will incentivize local revenue sources and provide complementary grants to communities and local agencies so they can sustainably manage their marine resources into the future. Once fully capitalized, the Blue Abadi Fund is expected to disburse approximately $1.
4 million to local Seascape partners annually. Designed by Conservation International's Global Conservation Fund (GCF) in partnership with Starling Resources , The Nature Conservancy and WWF Indonesia, the Blue Abadi Fund follows all established best practices and standards for conservation trust funds as laid out by the Conservation Finance Alliance .
A Papuan Advisory Council with high-ranking Papuan leaders advised on the fund development to ensure the fund structure was locally appropriate and has necessary support and buy-in from Papuan government and communities.
The Blue Abadi Fund will be governed by a multi-stakeholder Blue Abadi Governance Committee in Indonesia with 9-10 volunteer members, with representation from the local and national government, indigenous Papuan communities, conservation organizations, donors and the private sector. Special consideration will be given to ensure adequate inclusion of members appointed by indigenous peoples and members of all genders.
The Indonesian Biodiversity Foundation or Yayasan Keanekaragaman Hayati Indonesia (KEHATI) has been selected as the initial fund administrator for the Blue Abadi Fund. KEHATI will be responsible for administering grants to the approved local partners in the Seascape, monitoring and evaluating grantee progress and compliance, and reporting annually to Blue Abadi Fund donors.
